East Midlands CouncilsEmployment Land Workshop Issues – Why did we need WNELS? • SNEAP and SELA not reflective of emerging JCS • SELA included sites not in planning system • Significant public objection to EJCS • Emerging JCS lowering housing and jobs targets • Population forecasting showed lower job requirement • SELA ignored cross boundary issues

East Midlands CouncilsEmployment Land Workshop • Lessons learnt • County wide ELS useful providing it respects emerging JCS evidence • The purpose of the ELS needs to be defined clearly • Is it evidence based? • Is it a promotional inward investment tool? • Ownership can be an issue • Timing is critical
