  2. Agenda • Purpose of state/local relationship work • Logistics • Parameters for this work • Inventory of sections for possible review/revision • Key questions to keep in mind • Organizing the meetings • Agenda for next week’s discussion

  3. Purpose • DMH and ODADAS partners with ADAMH boards (local planning authorities) • Two related work streams • Budget framework – began 8/13; see our website for information • ORC revisions – begins today • Both topics directly related to boards, but clearly involve other stakeholders as well

Logistics • Timeframe • Draft inventory of ORC sections • At each meeting, we will work through sections of the inventory • Each topic will be guided by discussion questions, which we will make available in advance so that everyone can come prepared to participate • We are seeking policy input • We will not word smith specific language • This will be advisory input; no votes taken, etc.

Logistics, 2 • Policy input will be incorporated as state works with OBM & Legislative Services Commission to draft consolidation details • Public input will occur during the legislative process next Spring, but having your input nowis extremely valuable • E-mail address: statelocalboard@mh.ohio.govto supply detailed feedback or feedback between meetings • Board Association is conducting regional forums and will share that input as available

Parameters for this Work • Review & Recommendations will transcend all applicable ORC chapters • Primary focus on technical changes that directly support the consolidation • Potential focus on items of minimal controversy that improve the system • We may place in parking lot those items which are not directly related to consolidation and which generate significant controversy

  7. Parameters for this Work, 2 • Future meetings: • Friday 8/17, 1 PM – 3 PM • Wednesday 8/22, 9 AM – 11 AM • Monday, 8/27, 1 PM – 3 PM • Week of September 3rd : TBA • Wednesday, 9/19, 1 PM – 3 PM Behavioral Health Leadership Group will include summary of various consolidation teams’

Inventory of Sections for Possible Revision • See attachment • Focus on permanent law only • Focus on those sections related to consolidation • This is intended as a point of departure to organize our work • May add additional sections during the process • Some items may NOT be changed • Other ORC related to FY 14/15 budget development may be proposed for change

  10. Inventory of Sections for Possible Revision, 2 • Each meeting will focus on a group of sections, which will be communicated in advance via the website and at the close of the previous meeting • We will keep a running record of recommendations and post that to website
