  3. Objectives NeedsAssessmentsfor water resouces monitoring for each of the 12 EECCA countrieswereto be carried out by means of country visits. The emphasis to be on clear setting of investment priorities on a country-by-country basis – but in a coordinated and phased way – to allow efficient investment support.

  4. Method • Officially contacting the countries • Letter from EEA Executive Director to the relevant minister • Request letter from the project management to UN ECE WGEMA National Contact Person • Formulating visit programme in cooperation with assigned national NCP or national expert

  5. Method • Country visits • Visit to the Central Laboratory responsible for water quality monitoring • Any other visits specific to the country and relevant to the project objectives e.g. • Hydromet services laboratory • Pollution source monitoring

  6. Method • A template was prepared for detailed country needs assessment • The template consists of four parts • Sampling and field monitoring needs • Laboratory analysis needs • Quality control and data management needs • Institutional needs

The template • Sampling and field monitoring needs: • Do staff have training on water sampling equipment? • Are there written protocols for the sampling methods/equipmentused? • Is new field equipment needed e.g. dissolved oxygen, pH and conductivity meters? • Are there vehicles for field sampling and is there a budget for fuel? • Are there cold-boxes to conserve the samples during transit to the laboratories? • Are there sufficient consumables for the sampling to be sustainable e.g. sampling bottles, buffer solutions etc.?

The template • Laboratory analysis needs: • Is the structure of the laboratory building in good condition? • Refrigerators for samples and standards ? • supply of electrical power constant, voltage fluctuation? • Is the equipment sufficient and reliable and capable of producing results that are fit for purpose? • List of equipment used • Are there sufficient consumables for the analytical programme?

The template • Quality control and data management needs: • Is the laboratory accredited? • How often are certain parameters analysed? • Are there Intercalibration exercises? • Quality control charts? • Are staff trained on quality control procedure? • Are data screened and checked before reporting? • What data management system is in place? • Are there back-ups? • Do the public have access to the data? • What happens to the data after it is generated?

  10. The template • Institutional needs: • How many staffsare employed in the laboratory? • Is the budget sufficient and sustainable? • Can the laboratory generate income from the market? • Are there private competitors? • What is the monthly throughput of the laboratory?

Method • Detailed mission report was prepared for each country visit, which discusses • details of the visit programme • current situation of surface and subsurface water quality and quantity monitoring in the country • issues of sampling, sample handling • laboratory capacities and capabilities • data handling, data processing, quality control • reporting and institutional circumstances

European Neighbourhood Policy (ENP) • EU immediate neighbours (BY, MD, RU, UA) that share international waters • EU:RU “Strategic Partnership” developed • EU:BY ENP “not activated” • EU near neighbours in southern Caucasus (AR, AZ, GE) “Part of the ENP” • EU and central Asian Republics (KG, KZ, TJ, TM, UZ) – “Special relationship developing”

Needs Assessment Outcomes Country groups (in line with EU Neighbourhood Policy) • Group 1 (RU, UA, BY, MD) – Countries with EU borders and shared international water bodies • Group 2 (AR, AZ, GE) – Countries neighbouring the EU but not sharing water bodies • Group 3 (KZ, KG, TJ, TM, UZ) – Countries not neighbouring the EU

Recommendations for procurement Country Group 1(RU, UA, BY, MD) For sampling and processing in the field: *       Vehicle (van) for sampling and transportation, preferably air conditioned *       Portable pH meter *       Portable temperature and dissolved oxygen meter *       Portable conductivity meter *       Buchner filter funnels and flasks, suction pump (12v driven from car battery) for on site filtration of samples *       Consumables - Whatman GF/C filter pads, membranes for DO meter, buffer solutions for pH meter, glass and plastic sample bottles, HCl for preserving samples, cold boxes for transportation.

Recommendations for procurement Country Group 1(RU, UA, BY, MD) For analysis of samples in the laboratory: *       UV/Visible spectrophotometer *       Atomic Absorption Spectrometer (flame and furnace) with hydride formation capability *       Total Organic Carbon analyser *       Gas Chromatograph with Electron Capture Device and Flame Ionisation Detection * Gas Chromatograph and Mass Spectrometer *       High Performance Liquid Chromatograph *       Consumables and supporting equipment such as standards, high quality reagents, gases, glassware (including auto-pipettes), water stills or deionisers, hot plates, digesters, refrigerators. . * For biological determinations: a compound stereoscopical microscope for counting and identifying zoobenthos. A high magnification (x900) compound microscope for counting and identifying phytoplankton/micro-algae.

  19. Recommendations for procurement Country Group 1(RU, UA, BY, MD) For data handling, processing and storage: *       Dedicated PC for data storage, processing and data base management. Processor: 1.8GHz, Memory: 2048MB; Hard drive: 320GB, Optical Drive: 16xDVD/RW, Monitor: 20" flat screen high resolution. Software: OS Windows XP, Windows Office Pro, Dbase management system, Virus protection.
