In January 2013, the Regional Technical Forum (RTF) adopted a workplan item focused on updating measures with new RBSA data. Current RBSA data for single-family homes is available now, while data for manufactured homes will be ready soon, and multifamily updates are expected in spring. The process involves staff updating measure workbooks behind the scenes and presenting updates at RTF meetings for consent approval. This approach aims to enhance the quality of RTF work products and adapt to changing savings and cost metrics without lengthy agenda disruptions.

Process for Updating Measures with RBSA Data Regional Technical Forum January 23, 2013
Background • RTF 2013 Workplan has the following line item: • “Update workbooks with new RBSA data” • Availability of RBSA Data • Single Family: available now • Manufactured Home: very soon • Multifamily: later in spring • Submetering: summer? • The RBSA data allow for a big improvement in RTF work products • Savings will likely change; costs could, too • Issue: Meeting agenda time for 2013 • Reviewing full presentations for each measure would eat up a lot of agenda time, which may be unnecessary considering the quality and usefulness of RBSA data
Staff Proposal For measures with Active status that will not sunset in 2013, the following process will be followed: • Staff performs measure update behind the scenes; updates measure workbook to website • At the next RTF meeting, staff makes a short presentation of “previous” and “updated” values for Savings, Cost, and Cost-effectiveness (in Staff Updates). • Unless there is objection at the presentation, the RTF will have approved the changes by “Consent Decision” • If there is objection, the measure will revert to having a full presentation by staff at a subsequent meeting Exception: Staff would bring full presentations to the RTF where data are more “artistically” manipulated or where staff is otherwise uncomfortable with the data, calculations, or results. Note: Staff plans to make a full presentation of updates for non-Active measures and measures that sunset in 2013.
