Terms of Reference for Phase II Develop a Surveillance Roadmap by August 00 that: Provides recommendations for surveillance applications and capabilities, automation improvements, and aircraft systems Is driven by the surveillance operational concept Identifies the overall timing for the introduction of new capabilities and technologies, as well as sunset timeframes for those that are superceded Lists key decision points and the events and activities they are predicated upon Assess factors in developing a consensus recommendation on issues supporting a U.S. ADS-B decision in 2001 Maintain and update the Surveillance Operational Concept Elaborate on the future operation of the Operational Errors and Detection Program Coordinate the operational concept with other stakeholders Adjust content based on feasibility results of architecture roadmap activity

Surveillance Roadmap: Notional Elements Timelines Identifies timing of new capabilities Identifies the sunset timeframes for capabilities that are superceded Intended to illustrate user priorities Functional Intended to illustrate evolving capabilities and dependencies Will include the architectural perspective Physical Assess the current systems Assess potential shortfalls of the current-to-future operational environment Actions and Decisions Key steps that must be completed along the way Decision points that revalidate the proposed direction for surveillance
