  3. Course Objectives By the end of this session, participants will be able to: • Define disable aircraft/outsourcing • List down the causes • List down 6 examples of equipment used in the removal of disabled aircraft • Give atleast 3 reason for removal of disable aircraft

Definition/causes A disabled Aircraft is that which can not move by the power of its own engines Causes • Tyre burst ( esp. during landing ) • Bird strike ( damaging engine parts ) • Aircraft skidding off the Runway / Taxiway. • Major accidents (collisions ) that may result in partial or total disintegration.

  5. Why remove? Reasons / Necessities for removal. • It results into high costs to the Operator ( Airlines ) due to ; • Diversions. • Other flights fail to land due to blockage / damage of the Runway • The flights waiting (in the sky) for clearance might run out of fuel and eventually crush

  6. 2 Loss of revenue to ; C.A.A – landing / parking fee Ground handling company (ENHAS) Taxis / hotels 3 Interruptions of Airport operations People stampede for information Extra / Special job calls for extra / special manpower and equipment 4 Flight delays and reschedule disruptions Operator may have to connect Passengers to other Flights / carriers. Departing (delayed) passengers may have to wait for hours/days to fly using the same operator. Inconveniencing the traveling Public. Disembarking passengers before removal exercise begins. Passengers may have to tolerate harsh weather conditions during the exercise e.g. storm , hot sun e.t.c. Why remove cont’d

  8. In a situation when the Airport authorities do not have some of the necessary equipment for the Aircraft recovery , it can be hired from companies outside the Airport. Such companies identified by Entebbe Int. Airport include ; Ministry Of Works Lutembe quarry BMK Uganda ltd Uganda Railways National harbor ( Port Bell ) Sterling International MONUC. All companies above are regularly inspected by ESSAT committee for equipment serviceability. - See that equipment is safe and fit for its intended use. - Equipment will not endanger other equipment , its operator , passengers , pedestrians , Aircrafts , and any other property. ESSAT – Equipment Serviceability Status Team. Out sourcing

  9. Introduction The responsibility for the actual lifting and removal of the Aircraft is that of the registered owner. The Airport authorities will act (with minimum delay) for the owner if he is unable or dilatory. Other action parties include 1.Coordinator The designated coordinator to implement the Aircraft removal plan is the Director of Airports and Aviation Security or Gen. Mgr. who should be present at the scene as soon as possible. 2. Air Traffic Management (ATM) The aircraft management shall Notify Notify Aircraft accident investigation Notify Fire control room Inform Duty operations Officer authority by specifying ; - Aircraft operator - Call sign and type of Aircraft - Time of occurrence -Location of the disabled aircraft and the route stage Issue NOTAM closing part of the movement area affected. Regulate air traffic Whose responsibility to remove disabled aircraft?

  10. 3. Fire station control room The fire station control room shall inform the sift in-charge and dispatch fire fighting equipment to the site 4. Duty Operations Officer. Coordinate with tower during the operation To provide ’ follow me ‘ and escort personnel / equipment to the site. Inspect all areas before normal resumption of Aircraft operations . 5. Coordinator of aircraft Convene meeting with all relevant parties to discuss the most appropriate removal plan. Supervise all operations. Participate in removal exercise critique. 6. Aircraft operator / owner. Take all the necessary efforts to commence the removal exercise. Arrange for special equipment e.g. air bags to be flown in , if considered essential.   11. Ensure Aircraft parts , cargo , mail , baggage , records etc are preserved ( not damaged ) Participate in the removal operations critique. 7.   13. Maneuvering Area Dfn. Maneuvering area (M.A) includes the Runways (R.W) and Taxiways (T.W). It is reserved for Aircraft operations. All persons intending to go to the M.A must first request for permission from Air Traffic Controller. (A.T.C) Rules • Request to enter the M,A. should include; • Vehicle identification. • Current location • Intention ,route ,and destination. • Time expected to accomplish job.

Cont’d • Ensure that Vehicle must be in sound mechanical condition • If in a group ,( some without Radios ) all shall be under control of one qualified person who will be responsible for requesting and acknowledging all instruction from the A.T.C. • When instructed to hold clear of RW , or when waiting to proceed or cross RW ,operators should keep vehicle at least 45m from the nearest edge of RW or behind the solid yellow lines marked on the TW • Operators must always report to the Operations assistant (CAA) before

  15. entering and immediately leaving the movement area

Vehicles on RunWays/Taxiways Rules • All Vehicle operators proceeding to or along Runway (RW) or Taxiway (TW) shall keep Vehicle to the right hand side of RW / TW edge. • When instructed to vacate RW Vehicle operators will acknowledge all instructions and proceed to TW holding position or to a safe place off the RW. • If the Radio fails ,turn the vehicle to face Tower and flash head lumps on / off.

Tower will respond by ; • Flashing green lights – Proceed • Steady red light – Hold position • Flash red light – Vacate Runway • Flash white light – return to starting point at Airport , holding clear of each intervening RW and receiving permission to cross. • If Vehicle breaks down , the operator shall immediately notify the Control Tower or operations assistant specifying the location difficulty and ask for help.

  19. If Radio and Vehicle fail , place road traffic indicators / lights (as many as possible ), both forward and aft about 30m away , and in a line parallel to the nearest RW / TW , as a warning to Aircrafts. Stay within the vehicle. • Blinking RW lights means all vehicles / persons to vacate RW.
