  1. Water Loss Control Management SHIMOMURA Masahiro JICA Expert SABESP EFICAZ Project

  2. Purpose Japanese IDEA for the field of water control management EFICAZ Project in SABESP The objective of this presentation is introduction of

  3. Contents • What is the water loss • Necessity of Water Loss Control • Contents of Water Loss • Existing Condition of Water Loss field in SABESP • About EFICAZ Project

  4. What is the water Loss

  5. Water Loss Control is very HARD The Great Hanshin-Awaji Earthquake Effective Water Rate Accounted for Water Rate

  6. We need a very long viewpoint! % 2004: 4.4% year

  7. Necessity of Water Loss Control

  8. The water supply service should take social responsibility for environmental conservation The Water Loss Control corresponds to the development of new water resources The real reason for Water Loss Control

  9. Precipitation Idea for build up a sound water cycle Preservation of Forests Reuse of Reclaimed wastewater / Rainwater Water storage Preservation of Rice Fields Restriction of Groundwater collection Industry Evaporation ETE Reuse ETA Infiltration Runoff to stream Use of water Water Treatment

  10. The Water Loss Control is one of the most important tasks For all Water supply service

  11. Contents of Water Loss

  12. Production water amount Contents of Water Loss Leakage Real Loss Illegal Connection Water Loss Meter Error Apparent Loss Non-Metered water Social Supply for Favela NRW but necessity Self-use Revenue water

  13. Existing Condition of Water Loss In SABESP

  14. 1995 to 2000 Study and Planning stage • From 2000 Main 5 Countermeasures • Planed Leakage detection and Quick Repair • Zoning & Install PRVs for high pressure zone • Calibration for Master Meters • Change Water Meters • For illegal Connection & Approach to Community Main Countermeasures for Water Loss In SABESP

  15. There are still large number of water loss

  16. The Project Outline

  17. Project for Capacity Development on Non Revenue Water Control of SABESP - EFICAZ Project - Service area of SABESP Duration of the Project: 3 years Project Name and Site

  18. Overall Goal aimed at 5 to 10years • Water supply will be stabilized by reduction of Water Loss in water supply area of SABESP • Project Purpose • Capacity of SABESP’s staff to control Water Loss is strengthened Project Purpose

  19. Management and technical staffs of SABESP understand the significance of water loss control and acquire the essential technologies and skills Preliminary works, on-site works and preventive works for water loss control are strengthened through OJT in pilot areas SABESP’s in-house training system is strengthened Outputs of the project

  20. Experts to be dispatched • Chief Advisor (Water Supply Planning) • Water Loss Reduction & Control • Water Distribution Control • Leakage Detection/Training Planning • Counterpart Training in Japan • Equipment Procurement • Equipment necessary for Water Loss Reduction Activities Inputs of Japanese Side

  21. Activities in 2007

  22. 1st group: 1 Director and 10 Head of Depts. • 30/9 to 06/10/2007 • To understand the necessity of Water Loss control • 2nd Group: 16 Managers & Leaders • 21/10 to 03/11/2007 • 3rd Group: 16 Managers & Leaders • 04/11 to 17/11/2007 • To acquire basic skills for Water Loss Control Counterpart training in Japan

  23. Collect data concerning water loss control • Evaluation for water supply analysis • For pilot area • Direct measurement work , flow and pressure • Estimation for water supply network Understand the existing condition

  24. For 2008

  25. Take countermeasures like leakage detection and repair 2nd Measurement and estimate work Plan next step and do Then 3rd Measurement and Estimate work Keep Continue・・・ Rotate Plan-Do-Check-Action

  26. For leakage: Find it by KOBETSU ONCYOU and In any case, repair, repair, repair immediately For Illegal: built up proper organization to control it For Meter Error: install proper master meter For Meter Error: stop reducing pressure For Social problem: keep continue approach program and distinguish from the network to measure supply amount For Self-use: check measurement way and try to reduce For Revenue Water: water save campaign and review water charge system Key words for Countermeasures

  27. The Project forCapacity Development onNRW Control forSabesp Muito Obrigado!! Thank you very much for your attention!! mailto:mshimomura.jica@sabesp.com.br
