Public Safety Interoperable Communications (PSIC) Grant Program

PSIC Grant Program Overview

  • Virginia will receive $25,012,521 in PSIC funding which includes $1,937,183 in strategic technology reserve (STR) funding and is now accepting applications!
  • At least 80% of the Virginia allocation must go to localities.
  • A 20% match is required and can be in-kind contributions. The match requirement does not apply to training costs.
  • No more than 20% of overall allocation to be used for training.
  • The Virginia Department of Emergency Management will serve as the State Administrative Agency (SAA).
  • Each state is limited to 10 overall investments which must support the Statewide Plan for Interoperability.
  • Service-based and software-based interoperability solutions are eligible for funding .
  • Local agencies cannot apply for or receive grant funds directly; however, local agencies can receive funding from its SAA through the pass-through process.

The PSIC Grant Program is a formula-based, matching grant program intended to enhance interoperable communications with respect to voice, data and/or video signals.

Virginia is required to submit an Investment Justification for each proposed PSIC investment (project). A maximum of 10 Investment Justifications will be accepted per State or Territory.

Virginia will use regional focus groups in the seven Regional Preparedness Advisory Committee (RPAC) regions to assist in the awarding process. The focus groups will identify prioritized project suggestions to the State Interoperability Executive Committee (SIEC). The SIEC will then make recommendations to the Governor’s Office of Commonwealth Preparedness for submission.

Key Deadlines for PSIC Grant Program

  • • July 18, 2007—NTIA and DHS jointly announce funding allocated for States and Territories
  • • August 22, 2007 (30 days after publication in the Federal Register) – States and Territories
  • submit application and brief narrative
  • September 21, 2007 – Project Idea Request Forms due to CICO
  • • October 1-31, 2007 – Regional meetings in RPAC regions to identify regional priorities
  • • December 3, 2007 – Statewide Plans due
  • • December 3, 2007 – Investment Justifications due
