Initial steps towards eGovernance • Formation of IT Cell under General Administration Department in yr 1999 • Establishment of Gujarat Informatics Ltd.(GIL) as the nodal agency for IT development in the state in February 1999. • Establishment of Department of Science & Technology(DST) in 2002. It has been operational since 01.04.2003. • Initiation of Gujarat State Wide Area Network in 2001 – 2002, followed by establishment of Server Farm and State Data Center • Creation of IT Policy Framework since 2004 • To oversee smooth implementation of IT strategies and e-Governance projects, technical manpower interms of Chief Information Officers (CIOs) and System Managers at the departmental level. • Creation of departmental IT infrastructure

  7. Collaboration & Strengthening of Decision Making • Each Department sketches out its IT plan through own IT Committee headed by Dept. Secretary • Each department is horizontally connected with DST/GIL thereby following uniform and interoperable standard for all applications as well as ensuring unified infrastructure & hardware systems • Centralized e-procurement is carried out transparently by nodal agency as GIL which has acquired now proficiency in overseeing IT demand with expertise. • Procurement above 1 crore to be cleared by empowered Secretaries Purchase Committee (SPC) chaired by ACS(DST) which has power of Government.

Collaboration & Strengthening of Decision Making • Preparation of Comprehensive IT action Plan across departments and approval in departmental IT Committees. • Formation of State level Apex Committees for State Wide roll out of the projects • Identification of project priorities • Engage TSP consultant • Designing of detail scope of work, SLA, RFQ, RFP with the help of Consultant. • Selection of Technical Standards with the help of Consultant. • Approval of RFQ & RFP by IT committees • Bid Process Management by Consultant as per respective GRs • Finalization of successful developer/service provider by IT committee

DC in India • Gujarat SDC is based on a best of breed solution, which makeup the core compute, storage, security, management infrastructure with consolidation & optimization as a major part of operations • Setup of 3 MDCs enables departments to host their services/applications on a common infrastructure which ensures efficient management, optimum resources utilization along with security • Active Directory & Exchange Solution implemented for better official communication anywhere on any device • Virtual Cloud Environment (VCE)/Virtual Private Cloud (VPC) proposed at SDC • Migration of the SDC Network, GSWAN & all components from IPV4 to IPV6 is under process • SDC is set to acquire ISO 20000/270001 Certification for processes & services as per the international standards

  14. e-Gram: Transforming Gram Panchayat to Gram Sachiwalaya • “While the world becomes global village e-Gram Panchayat turns villages global” • Provides Broadband Internet Connectivity to all 13693 Gram Panchayats with help of VSAT Technology • An eGram Center (CSC) is a nodal point with • eServices delivery (G2C, B2C) • Capacity Building Training & Information Dissemination • Village Computer Entrepreneur – Employment opportunity at grass root level • Provision of • 35 Channels of Video Conference @ 384 Kbps • 200 Concurrent User Voice Chat @ 16 Kbps • 1 Dedicated Video Broadcast Channel @ 4 Mbps • 1300 Concurrent User @ 16 Kbps up to 256 Kbps / site • Total 30007 eMail IDs/ Users in this Domain • Value Added Services: Collection of utility(electricity, telephone, mobile, DTH) bills, air/ railways/ bus ticket booking. In the financial year 2010-11 eGram CSC Centers have collected more than 5.3 million electricity bills with the total revenue of Rs 2.91 Billion Rupees

OJAS - Online Job Application System • 3 Main motivating factors for devising OJAS: • Enhanced speed and better transparent recruitment process • Reduction of manual procedures and interventions • Improved data security and hence the Government was able to reduce legal actions from applicants. • Facilitates an applicant (citizen) starting from filing online application, validating and verifying details, getting interview schedules and SMS based timely alerts on updates to getting ultimate appointment letter. • Processed 47 Lacs applications completely online till date and shortlisted candidates for various positions in Government.  Applications Processed in Lacs

SWAGAT (State Wide Attention on Grievances by Application of Technology) • The grievance redressal mechanism in a State gives an idea of the its governance. • Grievances should be addressed through formal channels, with unresolved grievances being dealt with at progressively higher levels. • To bring about a revolutionary change in the way grievances were being addressed in Gujarat, the SWAGAT On Line program was launched on 24th April 2003 in Gandhinagar by the Hon’ble Chief Minister. • From February, 2011 GRAM SWAGAT has started for village level grievances.

  21. PDS • Public Distribution System (2013): • Coupon is printed commodity wise having 2D Bar-code. • Total 29.23 Lacs coupons have been generated and • 41,000beneficiaries are covered in 207 pilot FPS

Commercial Tax: VATIS • Went live in Nov 2006 across Gujarat • Currently in maintenance support phase • More than 85,000 tax payers use the VATIS portal and have submitted more than 10 lakh e-Returns. • Specific Highlights: • More than 1,90,000 TIN generated through the system. • More than 1 Crore 40 lakhs acknowledgements issued through the computerized application. • Detailed data entry for more than 75 lack forms. • More than Rs 900 Crores refund has been granted through the system. • More than Rs 600 Crores e-payment has been received. • More than 5.5 lakhs C forms issued through the system. • More than 13.5 lakhs e-Return filed through portal by more than 1 lakh dealers. • More than 40,000 audit assessment has been done through the system.

Finance: IFMS • IFMS facilitates real time availability of the State Financial Position – Comparison of Expenditure against Budget Estimates and Grant Distributed with Graphical Representation • Current Status: • Went Live in June 2009 • Currently Live in all 25 District Treasuries, 17 LF Offices and DPPF Office & Roll-out at all 160 sub-treasury • The online budget is live since last two years • 6th Pay Commission has also been implemented using IFMS

HDIITS • Centralized criminal information database with biometric search capabilities to improve overall investigation and detection of criminals • To reduce response to public problems by interfaces with system organisation like RTO/ FSL/ Courts etc. • Online applications for various certificates and licenses • E-Payment for various license fees, traffic violation penalties, etc. • Facilitate better law & order, traffic management and other police working. • Reduction in manual record keeping(100+ registers reduced to 35 registers) • Saving of manpower, stationary and wireless operations resulting in more manpower for policing with More accurate statistical data. • Facilitate better co-ordination between offices with secrecy. • Work distribution module enabling Sr. officers to plan deployment of manpower based on the importance of the task, skills and availability of manpower for effective law and order

  26. e-City & City Civic Centers *Deployed in year 2002 and now functioning in 4 Municipal Corporations • Since the operationalisation of Civic Centers, the Tax collection has increased by 82%. • Approx 8000 transactions per day are carried out through these centers. • Registration of Complaints • Instant Issuance of Building Plan Permissions • Payments of All Municipal Dues (Property Tax and Vehicle tax etc.) • Issuance of Health and Hawker’s Licenses • Right to Information Application Received • Professional Tax • Pro Rata Charges (PRC Connection) water meter 2002-2003 2011-2012

AapnoTaluko Vibrant Taluko (ATVT) • Bringing all government activities under one roof. • More transparent and efficient citizen centric system. • Empowering people locally to guide the growth process through Taluka Sarkar – (a sub district citizen-centric approach where governance and development is activated at the grass root level) Total Service/certificates delivered: 18,42,986 Total Fee Collection (Rs.): 3,67,36,030/-

Online Voting System (OVS) • Gujarat civic elections witness first-ever online voting on 10th October 2010 • Key Highlights: • It was for the first time that any State Election Commission allowed on-line polling, becoming the first state in the country to enable citizens to cast their franchise online in local body elections.  • 124 e-votes were polled in the elections to six municipal corporations. • A total of 182 e-voters were registered with the SEC from Ahmedabad, Surat, Rajkot, Vadodara, Bhavnagar and Jamnagar before the start of the polls.

BISAG is a State level nodal agency to facilitate the use of spatial and geo-spatial technologies for the planning and developmental activities pertaining to Agriculture, Land and Water Resource Management, Wasteland/Watershed Development, Forestry, Disaster Management, Infrastructure and Education. BiSAG • BISAG EDUSAT – 2 Channels working and about to roll out 10 more Education Channels through SATCOM for various educational, social, health, agriculture, skill development sectors • Facilitated HP Govt. for “Aryabhatta Geo-informatics and Space Applications Centre (AGiSAC)” • MGNREGS: Task completion and data filling by technical person on mobile at field. Integrated with GIS for validation of presence of the officer at the location. • Integrated Watershed Management Program (IWMP) • Operational in 1062 villages • Aims at improving agricultural productivity, promote judicious use of water, and enhance agriculture based other livelihood options. • It provides basic information on land use pattern, geo-morphology, geo-hydrology, slope, contour, etc. This vital information enables the people to take informed decisions on what kind of activities to be taken up for sustainable development of the area. • Citizen Complaint m-Filing & Grievance [GIS enabled]
