WHAT IS THERESULT-BASED ACTION PLAN (RBAP)? • It is a planning framework, guided in its structure by the Result-Based Management (RBM) model • Goals, overall objectives and targets, outlined in the National Water Strategy and Policies, are the main elements of the Plan • The plan was cascaded to include sub-objectives, baselines, sectoral targets, SMART indicators, responsibilities, data sources and mile-stones Arab Water Week

BUILDING THERESULT-BASED ACTION PLAN A Three-Phase workplan for building, formalizing and implementing the RBAP was jointly prepared by MWI, WMI and the GIZ Phase I - Preparatory • Workplan Development • Assignment of roles • Assignment of the sector’s technical focal points • Conduction of a sector-wide orientation workshop • Formation of 8 sector-wide, technically specialized sub-working groups (57 persons) Arab Water Week

BUILDING THERESULT-BASED ACTION PLAN Phase II - Development • Conduction of 30 technical meetings, brain-storming, sharing experiences and agreeing on common sub-objectives, methodologies and indicators • Formation of a sector-wide strategic planning team (19 persons) • Conduction of strategic planning meetings • Data collection (baselines and targets) • Finalization • Formalization Arab Water Week

MONITORING AND REPORTINGBENEFITS • The Monitoring and Reporting Process is one of the tools used to sustain the action, and will result in: • Tracking progress of achievements • Assessing the executing entities’ capacity to achieve targets • Exploring and sharing achievements and success stories, and learning from good examples • Exploring challenges, overall or entity-based, for interference, decision-making, and re-planning, as necessary • Exploring the common sectoral needs and demands and identifying future project concepts • Continuous learning and development that lead the strategic re-planning and decision making processes Arab Water Week

RESULT-BASED ACTION PLANSUPPORTING THE GLOBAL RESOLUTION (SDGs): "TRANSFORMING OUR WORLD: THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT" • Guide the achievement of SDG6 “Ensure availability and sustainable management of water and sanitation for all” as follows: • SDG 6.3.2 has been covered under the: • Water Substitution and Reuse Policy • Groundwater Sustainability Policy • Surface Water Utilization Policy • SDG 6.4.1 has been covered under the Water Reallocation and Water Demand Management Policies • SDG 6.4.2 has been covered under the Water Reallocation Policy • SDG 6.5.2 has been covered under the National Water Strategy Arab Water Week

RESULT-BASED ACTION PLANSUPPORTING THE NATIONAL-LEVEL INITIATIVES • Strengthening the Governance Practices in the Public Sector (Strategic Governance), thus enhancing the results of the ongoing self-assessment, using the Governance Assessment and Improvement Tool (GAIT) • Increasing chances to win the “King Abdullah Award for Excellence in Government Performance and Transparency” for the round 2019/2020 Arab Water Week

SUSTAINABILITY • Participation and engagement of the whole sector in building the RBAP • Buy-in and support of decision makers • Being part of a new, structured, harmonized, objective and clear plan • Capacity building on an uncommon, non-technical field to the sector (strategic planning and management) • Clear assignment of roles and responsibilities • Clarity and agreement on required data, its sources and reporting channels/frequency • Ownership of the RBAP belongs to the sector • Monitoring and reporting mechanisms Arab Water Week
