  2. USDE Title II HQT Goals 1. To assure all teachers in the core academic content areas earn the federal designation of “highly qualified” *SPED teachers must be HQ in SPED & every CA taught Hawaii Department of Education

  3. USDE Title II HQT Goals 2. To assure that poor and minority students are not taught disproportionately by non-highly qualified, inexperienced, or out-of-field teachers • In Hawaii, teachers with two or more full years of experience are considered “experienced” for federal purposes Hawaii Department of Education

HQ Teachers Have • A bachelor’s degree, and • Full state licensure, and • Either: • Demonstrated content competency through: • a major or the equivalent (30 hours), • passing scores on the PRAXIS II in each core academic subject area taught, • be National Board certified, • OR: For those teachers with two or more years of teaching experience meet the requirements of the new 2007 HOUSSE Hawaii Department of Education

Hawaii’s 2007 High Objective State Standard of Evaluation (HOUSSE) • Earn 100 points • Experience in content area - maximum 45 points • College coursework, PDE3,in-service, workshops in the content area • Professional activities in core content area • Awards, presentations, publications – maximum 30 points Hawaii Department of Education

  6. Summer Records Review • Individually reviewed DOE records for the initially identified 2461 NHQ Teachers for 2006-07 • College course transcripts • Entered all courses that could count toward HQ • Degree status • Licensure records • PRAXIS II test results Hawaii Department of Education

Results of the Summer Review • Field tested the fall outreach • Refined data collection and reporting process • Successfully reduced the number of classes taught by NHQTs • Identified the following: • 92 HQ's - Course credits – middle/secondary • 20 HQ's - Course credits - elementary • 309 HQ's - Major in content area • 4 HQ's - National Board certification • 303 HQ's - Praxis II Hawaii Department of Education

Next Steps – Fall Outreach • Leadership briefings • Principal outreach – documentation requirements • Communication to NHQ teachers • Training of mentor and resource teachers • In partnership with HSTA, one-on-one meetings with all 2006-07 NHQ teachers in September and October • Review individual HQT Status Reports • Work on HOUSSE and HQ Professional Development Plans • Collect and Publicize professional development opportunities Hawaii Department of Education

Teachers’ Responsibilities • Review HQ Status Report • Collect additional data such as license information, PRAXIS II Score Report forms, transcripts, and HOUSSE documents • Submit documentation to principal for approval • If not HQ, complete HQ PDP with principal or designated school leader • Access resources to complete HQ PDP • Complete HQ PDP within timelines, submit final documentation to principal Hawaii Department of Education

Principals’ Responsibilities: • Increase the number of classes taught by highly qualified teachers at your school • Take HQ status into account in hiring and assignment • Hire and place only HQTs in Title I schoolwide schools and positions paid for with Title I Funds • Provide (or designate) assistance in completing HOUSSE and developing HQ PDPs • Review, verify and approve all submitted documentation for HQ designation • Approve HQ professional development plans Hawaii Department of Education

Principals’ Responsibilities • Support NHQT’s in becoming HQ – time and funding assistance • Advise teachers in obtaining necessary information to complete HQ evidence and documentation • Store all documentation, including HQ PDP, in teacher’s yellow jacket file at the school site • Submit all documentation required to determine HQ status to DOE • Forward records to the receiving school for any teacher who transfers within the Hawaii public school system Hawaii Department of Education

Complex Area Superintendent Responsibilities • Increase the number of classes taught by highly qualified teachers in your CA • Support NHQTs in through time and funding support to earn the HQ designation • Support the hiring and assignment of HQTs • Ensure only HQTs in Title I schoolwide schools and positions supported by Title I funds Hawaii Department of Education

DOE’s Responsibilities • Increase the number of classes taught by highly qualified teachers statewide • Receive and verify higher education course credit and DOE PD credits • Enter the credits into the DOE HQ teacher database • Provide HQT data to principals • Assist principals in determining how to evaluate and document activities • Review teacher HQ forms and attached documents Hawaii Department of Education

DOE’s Responsibilities • Make final determination of HQ status • Enter HQ status into teachers’ permanent files • Provide a central listing of all HQ teachers • Ensure only HQTs are placed in Title I schoolwide schools and positions paid for with Title I Funds • Audit school records to ensure HQT compliance • Beginning in 2008, issue HQ Certificate by level and subject to teachers Hawaii Department of Education

Assisting with the HQ Process • Determine if the teacher is currently assigned in the same core area (fax school list to DOE ASAP) • Review the teacher’s HQT Status Report • Walk through the appropriate flowchart • Determine if the teacher either: • Currently meets HQ requirements; or • Needs to complete and implement HQ PDD • By October 15, 2007, submit to DOE • Principals’ Report on Status of 2006-07 NHQTs • HQ Evidence or HQ PDP for each NHQT Hawaii Department of Education
