  1. UN-ECE Transport working Group meetingJune 7-9, 2006 Peter Smeets (CBS, The Netherlands) and Philippe Tardieu (NEA, The Netherlands) Translating facts into vision

  2. ETIS Statistical handbook • Approximately 170 pages of maps and tables • Provides an impression of the information that can be retrieved from the developed ETIS reference database: • Networks • Freight and passenger demand (flows) • Freight and passenger services and costs • External effects • Socio-economic data

  3. The goals of ETIS • Provide policy makers with information: • To monitor and analyze the performance of policies • That is accurate, complete, and up-to-date

  4. The ETIS reference database • European coverage (EU 25 plus Norway and Switzerland) • Indicators to support the analysis of the European Commission’s TEN-T policy • Data to calculate these indicators • Meta-data describing the indicators, data variables, methods, and models

  5. From data sources to TEN-T policy questions The ETIS pyramid

  6. The reference database includes… • 56 indicators catering to 29 policy issues within 7 policy domains: • Mobility • Optimal use of capacities • Intermodality/interoperability • Accessibility • Economic viability • Environment and safety • Modal balance • Variables from 7 data sets: • Socio-economic • Freight demand (OD matrix at NUTS2, transport chains) • Passenger demand (OD matrix at NUTS2) • Networks (more detailed than TENs) • Freight transport services and costs • Passenger transport services and costs • External effects

  7. The reference database includes data coming from various data sources such as … • EUROSTAT (New Cronos, COMEXT, …) • Trans-national organization (UNECE, CAFT, UIC …) • National sources (DoTs) • Transport operators (Timetables and tariffs from websites) • Port authorities (Rotterdam, …) • Project results (TEN-STAC, …)

  8. Methodology for filling in “Gaps” • Methodologies for: • Collecting and harmonizing data (for instance road transport cost for freight or passengers) • Combining data (for instance OD data freight) • Estimating data (modeling) (for instance road traffic flows on links, Passenger OD, Domestic freight transport, Emissions)

  9. Methodology for filling in “Gaps” (2) • Builds on experiences of past EU research projects • Use of existing information sources (methods and data) • Validation is essential (pilot users) • Adaptable and repeatable methodology • Expert input and stakeholder consultation

  10. Examples from ETIS reference dataset • Freight OD • Passenger OD • Service and costs OD • Networks • ….

  17. Rail Costs, Euros per 40’ Unit per Km Examples

  18. Examples Rail capacity of intermodal terminals (services per week)

  19. Examples Maritime container services (annual service capacity mln. TEU)

  20. Examples Average travel time in minutes by air transport

  21. Examples

  27. Examples GDP annual growth rate between 1995 and 2001

  28. Availability of ETIS Reference Dataset The ETIS reference data is available • Requesting it directly from Commission The ETIS Statistical Handbook can be obtained at NEA: • Mrs Renée Lobry, rlo@nea.nl Price: 50 Euros' excluding VAT and shipping costs • A preview (1Mb) of the handbook can be found on the NEA website: http://www.nea.nl/english/news/newsframe.html

  29. ETIS Reference data is already being used • TRANS-TOOLS (have provided very useful comments on the draft data in return) • ASSESS project on Mid-term review of the Transport White paper (only the data in final status are provided) • EUN-STAT (will provide some additional data on CEEC freight flows in return) • Several requests were received at the moment the data were not completed yet
