  3. TRAFFIC INCIDENT MANAGEMENT Integrated process of safely managing highway incidents to reduce congestion and secondary crashes while ensuring the safety of Emergency Responders.

  4. FACT: For each minute that a single lane is closed, four minutes of delay occurs.

  5. FACT: A single lane blockage on a 3 lane interstate reduces the capacity of the roadway by 49%.

  17. Road Rangers • Active programs in most major urban areas in Florida and along Florida’s Turnpike. • In 2011, Road Rangers made over 395,000 stops including: • Debris pick-ups • Emergency response support • Motorist assistance calls.

RISC Timeline Arrival on scene within 60 minutes NTP Notice to proceed is given Activation of RISC 90 minute clearance goal 60 minutes 90 minutes 180 minutes 180+ minutes 90 minute clearance time, $2,500 bonus If roadway is not cleared within 180 minutes, a penalty of $10/minute ($600/hour) is assessed $600 flat rate service payment if arrival time is within 60 minutes If vendor exceeds 90 minutes but does not exceed 180 minutes clearance time, $0 bonus • Plus $1,000 bonus • if additional • equipment is used
