The Changing Global Context • Global economic downturn has affected the progress towards significant reduction in poverty • Distribution of productive resources have deteriorated in most countries • Inequality is a problem that is no longer the preserve of low income countries • Past two decades has witnessed jobless growth • Increasing recognition that sustainable patterns of consumption and production and protecting and managing the world’s natural resource base are sine qua non for sustainable development

The National Context • Continued sluggishness in the global economy would affect India’s growth prospects • Extreme forms of poverty have been addressed over the past decade, but relative poverty has increased • Access to critical services, in particular health and education, remains highly skewed • Implementation of development programmes needs considerable improvement

Development in India • Focus on reducing economic and social inequality • Health and Education need major improvement • Primary education targets have been met, but quality of education remains a concern • Burden of communicable diseases included in the MDGs has declined, but the incidence of non-communicable has risen • Targets for ensuring gender equality and women’s empowerment highly inadequate • A development paradigm that focuses on providing decent jobs

Post -2015 Development Goals • Bridging the growing gaps in access to productive resources • Pursuing inclusive development policies for the benefit of the marginalised • Enhancing sensitivity towards the food, biodiversity, water and energy nexus • Ensuring gender equality and women’s empowerment • Take proactive steps towards effective implementation of Convention on the Rights of the Child • Ensure convergence between the MDGs and SDGs • Addressing the needs of the socially excluded groups • Improving quality of education and emphasis on skill formation • Adopting policies that contribute towards job creation • Institutional support for assessing the progress in implementation • Proactive role for South-South Cooperation
