  2. Types of Local Governments • Counties: largest subdivision of a state. • Municipalities: any urban unit of government like towns or cities. • Special District: Concentrate on regulation and control of 1 area.

  3. Local Authority • All state constitutions lay out rules for establishing local governments. • Local ordinances (laws) must follow the state & federal constitution. • Counties administer laws & provide services.

  4. Education Transportation Social Services Sewage & Sanitation Zoning Police & Fire Recreation Water Functions of County Governments

  5. Counties • NC has 100 counties. • Each is governed by a Board of Commissioners (BOC). This is the legislature. They make ordinances. • The BOC hires a County Manager as the county’s chief executive. Their job is to carry out county ordinances and to make the budget.

  6. 1 5 Board of Commissioners At Large At Large • There are 7 members on the BOC in Currituck County. • Each member serves a 4-year term.   9. The County Manager • Hired by the BOC. • Makes the budget, oversees co. departments, carries out county operations and policies. • Dan Scanlon is Currituck Co.’s County Manager.
