ECE Indicators • Quantitative • Available resources / budget, staff, time, equipment • Number of on site visits/per installation • Number of identified compliance / non compliance • Number of decisions / sanctions/penalties • Number of reports • Number of pre-notified / non-notified site visits Qualitative • Number of sectoral specialized / trainned inspectors • Prioritization of inspections in accordance with RMCEI and 6th Env. Action Programme • Quality of the Reports • Analyses by using “Lessons Learned” methodology

Benchmarking Benchmarking within the MEPPPC Exchange of good practise and results between Central service in Zagreb and 20 BranchUnits Benchmarking with external institutions • Check how far we are • Analysing the examples of good practices, learn from who is better (Scottish, Dutch, Belgium,.. experience) • Analysing: aplicable / non aplicable in Croatia

Progress Monitoring / Current Practice Inspectors’ reports • Personal monthly / annual reports • Reports related to thematic on site visits (different industry sectors and activities) • Reports related to accidents / incidents Inspection Directorate’s reports • Summary and analytical thematic reports • Annual report to Croatian Government (adopted by the Minister) • Reports related to different EU accession activities (screening, progress reports, questionnaires, pre-accession projects) • Reports related to activities in different international environmental networks (ECENA, IMPEL,INECE,MAP...)

  6. Progress Monitoring Methodologies used for progress monitoringand evaluation Set of methodological approaches are to be improved in near future. Croatian Environmental Agency (CEA) has been setting the tools for monitoring the progress – indicators.
