  2. Purpose of the SEA • The SEA is carried out for the decision how to improve access to Madrid by road • In particular to identify the best corridors for new infrastructure: • the ring around the city • four of the eight major roads into the city

  3. Main steps in the SEA • Design of the process • Setting up alternatives • Study of effects • Analysis of effects and comparison of alternatives • Conclusions • Decision • Reporting • Monitoring

Design of the process • Establish a departure point: • future scenario is basis for all alternatives • coordination with other sectors: • SEA led by coordination group in Helsinki council • group required to work with other organisations • revision of transport plan linked to revision of land use plan • public participation: • throughout the process • public consultation • working groups • interest groups • press analysis

  5. Alternatives The SEA considered three alternatives: • the existing plan (baseline scenario) • emphasis on development of private vehicle traffic • emphasis on development of public transport

  6. Study of effects • Traffic system and land use • Social effects • Traffic related effects • Air quality • Noise pollution • Other environmental effects • Economic effects

  7. Comparison of alternatives • Transport & economics • Land use & a workable urban structure • Built environment & landscape • Biodiversity • Welfare

  8. Decision making • Emphasis on infrastructure investment: • building new roads • adding new rail tracks

  9. Benefits of SEA • Clear benefits: • more information, options & data • results used in political debate • recognized as useful by decision makers and staff • an SEA has been carried out for the 2002 plan • Unclear: • actual influence

SEA of the 2002 transport plan • Comparison of alternatives: • reference: current transport system • 1998 plan: emphasis on new infrastructure • traffic management alternative: reduce transport demand through traffic & mobility management • land use management alternative: minimise transport demand through land use planning
