  2. Hawaii is one of the most popular travel destinations in the world. • As the COVID-19 pandemic situation improves, people want to fly to this tropical paradise. • These are the current Hawaii travel restrictions you should know.

  3. Hawaii Safe Travels Program • Leisure travel is open to Hawaii for visitors from the mainland United States and international countries, including Korea, Japan, and Canada. Trans-Pacific travelers can find the latest guidelines and island updates on the Safe Travels website. • The good news is that the 10-day quarantine for returning residents and incoming visitors can be waived, with a pre-travel test.

  4. Vaccinated travelers may soon be able to waive the quarantine without getting a diagnostic test. • Each Hawaii county can choose not to participate, if so, travelers must quarantine, even if they have a negative test. • Since April 5, 2021, all Hawaiian counties allow qualifying travelers to bypass the mandatory 10-day quarantine.

  5. Waive Hawaii Quarantine With Pre-Travel Test • One way to waive the mandatory Hawaii quarantine is by obtaining a pre-travel diagnostic test. Travelers age five or older will need to get a negative test to bypass the quarantine. • However, not any pre-travel will suffice to waive the quarantine. Travelers must get a Nucleic Acid Amplification Test (NAAT) from a certified Clinical Laboratory Improvement Amendment (CLIA).

  7. The pre-travel test result must be negative to waive the 10-day quarantine upon arrival. It’s important to note: • All travelers must have a negative result before arriving. • If travelers don’t have a negative result during the airport screening, it results in mandatory 10-day quarantine, which cannot be shortened. • Even if a traveler gets a negative test result or indeterminate test result while they are in quarantine, it will mean staying in quarantine for the entire ten days.

  8. Secure A Pre-Travel QR Code • Travelers age 18 or older must complete the Hawaii Travel and Health Form. This form collects the traveler’s information, stay location, and travel dates. • To minimize delays at the airport, fill out the form online before flying to Hawaii. • Travelers will need to complete the form before leaving the airport to avoid legal penalties.

  9. Temperature Checks At The Airport • The airport arrival screening process includes a temperature check for all Trans-Pacific travelers. • Authorities will temporarily keep photos of travelers with a temperature of at least 100.4 degrees. There are additional assessments for the traveler to observe before leaving the airport too.

  10. Maui County Health App • Travelers visiting Maui County will need to download the AlohaSafe Alert App or enable Google-Apple exposure notifications. It is an additional restriction. Maui County includes islands of Maui, Lanai, and most of Molokai. • The app can send notifications if travelers and residents test positive or have possible exposure to an infected person. The AlohaSafe app is free and optimized for devices with a minimum iOS version 13.7 or Android version 6 or above. Older phones can enable an Express version as well.

  11. Inter-County Travel Restrictions • It is recommended for travelers to enjoy their entire visit to one island. It helps avoid inter-country travel restrictions. • For instance, if a traveler stayed in Honolulu for a few days and wanted to visit Maui, he/she would need to get a negative pre-travel test. • Travelers can get their Covid-19 testing in Kapolei or any other city in Honolulu. Without a pre-travel test, travelers will need to quarantine for ten days before going to a different island after staying overnight on one island.

  12. More details are available in Section 5 of the 19th emergency proclamation from April 2021. Covid-19 tests are available at Urgent Care Kapolei and other medical facilities in Honolulu. • Even those traveling between islands for essential reasons must self-quarantine for the first ten days when not performing critical duties. Inter-island travelers may request a reduced quarantine. • Travelers and residents will need to submit their request at least five days before traveling to the next island or county to receive permission.

  13. Coming soon- Hawaii Vaccine Passport • According to Hawaii Lt. Governor Josh Green, the State is developing a vaccine passport. May 1, 2021, has been announced as the target rollout date for the vaccine passports. • It means starting May, proof of vaccination can waive the pre-travel testing requirement to waive the self-quarantine. • Program specifics and the process of showing proof of vaccination are in the process of being finalized.

  14. Hawaii Residents First • The Safe Travels Card (the official name for the Hawaii vaccine passport) will probably go to Hawaiian residents first. • After testing the program for inter-island travel, trans-Pacific travelers from the U.S. and foreign countries can start using the program. • The program expansion will ideally happen one month after state residents can use the program.

  15. Safe Travels Card: How will they work? • The State is partnering with companies that will verify the legitimacy of vaccination when travelers submit their information. • Safe Travels Card tentatively will have travelers upload a picture of their CDC vaccine card. Everyone receives a vaccine card after getting inoculated. • After uploading the picture, the lot number, and final vaccination date needs to be submitted online.

  16. Hawaii Reopening Phases • Each county in Hawaii has its reopening phases. There are now five different tiers for businesses and operations: 1. Stay at Home (Major disruption) 2. Safer at Home (Moderate disruption) 3. Act with Care (Minor disruption) 4. Recovery (Minimal disruption) 5. New Normal (No disruption)

  17. Kauai County is at phase 5 “New Normal,” but the remaining counties and cities are at the 3rd phase, “Act with Care.” • Social distancing guidelines, reduced crowd capacities, and a mandatory mask mandate are necessary at all phases. Travelers will need to exercise caution to reduce health risks. • In summary, tourists wanting to escape to Hawaii will need to make sure they obtain a proper pre-travel test to avoid the mandatory 10-day quarantine that can ruin a vacation.

  18. The State of Hawaii may be one of the first to waive the quarantine for fully vaccinated travelers starting in May. • Until then, tourists need to research the state and community travel restrictions before traveling to any destination.
