Solicitation No. W912D1-15-R-0014, issued by the Department <br><br>of the Army to provide and install sunshade canopies at various <br><br>sites in Kuwait where Latvian Connection, LLC submitted a <br><br>proposal but had been emailed to the Contracting Officer, who <br><br>was away on temporary duty. The Army posted Amendment 4 <br><br>on the AFSI on April 28. The Army did not post Amendment 4 on <br><br>FedBizOpps. Latvian Connection LLc was not emailed of the <br><br>Amendment 0004 and was not provided sufficient time in which <br><br>to submit a response to the amendment. This constitutes to <br><br>Fraud for Unequal treatment of bidders.

  1. Questions and Answers Part 2 12. Can you please issue an amendment that clarifies the units of measure and whether the solicitation is meant to be feet, meters, or yards. Answer 12- See Amendment 1 Questions and Answers 13. Pg 56 of Solicitation states bid due in is: c. Solicitation Closing Date and Time: 15 April 2015 at 1500 hours (3:00pm) Kuwait Time. Proposals received after this date and time may be rejected by the Government. ASFI states the bid is due in 16 APRIL 2015. Which is it? Answer 13- The solicitation close date is hereby extended to 20 APRIL 2015. 14. SECTION B - SUPPLIES OR SERVICES AND PRICES, CLIN 0001” dimensions are not matching with “2.1 Dimensions: The canopy shall be”. Please clarify this. The confusion is only for Camp Arifjan Canopy sunshades. Answer 14- Please see CLIN 0001 in Amendment 2. 15. On questions and answers number 5 you mentioned all sunshades will require concrete footers. Our sunshade structure is designed to be anchored by metal stakes to the ground without the necessity to use concrete footers for ease of relocation as required in the SOW, please advise if acceptable. Answer 15- No, that is not acceptable. 16. Reference to the mentioned subject project and amendment received today 13.04.2015, providing the changes and final dimension for the Canopy sunshades to be installed at various Camp locations, highly appreciated if the date of bid can be extended, as today we have received the amendment and questions have been clarified Answer 16- The solicitation is hereby extended to 20 April 2015. 17. We would like to inform you that as mentioned in the solicitation the site visit was scheduled on 03.04.2015, our Company --------- had come for the site on Friday, 3rd April, 2015 but was informed by -------- that there is no site visit. No mention was made regarding cancellation of the site visit on 03.04.2015. Answer 17- Per the solicitation your company did not request to be a part of the site visit by 27 March 2015. Therefore your company did not follow appropriate procedure. If you had requested to be part of the site visit by the 27th of March, your company would have received the pertinent information required to participate at the site visit. Furthermore, your company arrived at the contracting office after 0900, an hour after the solicitation stated the site visit would occur. The site visit occurred as scheduled however you did not follow procedure and therefore were unable to attend. These requirements were specified in the solicitation. The site visit will not be rescheduled.

  2. 18. Please clarify if the Sunshade floor area needs grading and leveling. Answer 18- The floor will be the ground, no grading is required. It might require slight leveling but overall the ground is flat.
