  2. TSA’s Role in Net-Centricity • High Speed Operational Connectivity (HiSOC) • Miami Land Mobile Radio (LMR) • Electronic Surveillance System (ESS)

HiSOC: High Speed Operational Connectivity Definition • Hi-SOC will deploy a high speed communications backbone network across the Transportation Security Administration. • This backbone is necessary to conducting normal business and is fundamental to DHS’s efforts to deliver effective and efficient security.

  4. HiSOC Operational Impacts Hi-SOC Definition of Success • TSA’s initial focus is the air transportation sector. • Hi-SOC will enable: • WAN Connectivity • LAN Connectivity – FSD administrative office space, Operations Centers, Training Centers & Screener Breakrooms, Checkpoints/Passenger Screening Areas, Baggage Screening Areas, existing devices & applications at the airport/FSDs • Email migration • Virtual Private Network (VPN) • Voice Over Internet Protocol (VoIP) “Smart telephone systems” • Windows XP implementation on TSA-owned desktops/laptops

Miami Land Mobile Radio (LMR)Definition • Incident drills with emergency scenarios have been completed with the participation of TSA, Miami-Dade PD, and City of Miami PD. • Federal and State Governments are starting to work closer together in an effort to improve public safety and overall operational efficiencies. • Technical communication has been verified. • Radio to Radio interoperability established between the TSA and multiple local law enforcement agencies. • PSTN to Radio communications established to all participants. • Next Step efforts enabled re: VoIP, Radio, Video, Data interoperability.

LMR Operational Impacts • Increased Response Efficiency • No delay waiting to mobilize. • Direct Communication • Better coordination of concourse evacuations and minimization of confusion and delays. • Minimize or eliminate need to dump sterile concourses due to lack of communication with TSA personnel who may be following intruders into sterile area. • Ability of TSA to direct police, provide physical descriptions, and exact locations. • Add Support • E.g., City of Miami, adjacent MDPD Districts, CBP, USSS, FBI, DEA, State, etc. • Airside, landside, and terminal operations personnel to facilitate critical incident response • Command and Control • Remote (TSOC) real time monitoring of “in progress” operations. • Eliminates or reduces need for direct telephone communications during event. • PSTN connectivity can expand existing LMR infrastructure beyond the airport • Managed response • Build business processes in advance to better coordinate response and communication based on event.

ESS: Electronic Surveillance System Definition Hi-SOC Impacts… • Electronic Surveillance System – a remote camera system for performance monitoring, potential facial recognition technology • Foundation for use of other technologies that improve security and/or productivity: • Threat Image Projection (TIP) – a threat detection training & performance process using images of prohibited items to simulate a threat • Enhanced Workforce Management & Screener Performance Improvement

ESS Technology • ESS refers to the following video technologies: • Video cameras for monitoring operational areas, such as Passenger Screening (PSA) and Checked Baggage Screening (CBS) • Video storage equipment to store recorded images • Applications/software to monitor live and/or retrieve, view and print recorded video images

  9. ESS Operational Impacts • Limits Terminal/Airport Dumps • Monitors Airport Security Status • Addresses Liability issues by reducing baggage theft/pilferage, reinforcing proper procedures, and providing forensic documentation
