  2. I. The Need for New Paradigm in National Development

The world is not favorable place to live for majority of people  • natural disaster, e.g. earthquake, etc. • poverty versus glamour life style • environmental pollution • physical conflict and wars • You can specifically blame nobody for such problems as it is mostly by the erroneous way of management of our planet.

The world is in reality fragmented into nations each with her national development strategy. • National development strategies have been reviewed several times since War World II (growth oriented, basic need, p.q.l.i, eco and sustainable development) • So far there is no satisfactorily result has been achieved.

  5. II. The New Paradigm of National Development

The basic determinant of human wrong- doing in national development is the nature of man themselves  the limited capability and understandings on universe, in particular how to manage the world  needs guidance from the Creators of Universe • New Paradigm : National Development Strategy must include both Scientific findings and Religious guidance related to social-political dimension of human life.

  7. Does Religious teachings cover guidance on social-political dimension of human life?Islamic Answer : Yes.

  8. III. Islamic Vision on National Development to Make a Better World

  9. Islamic concept on Man and Universe: • concept of sunatullah  science • concept of dienullah  the guidance on man’s way of life given by the Creator , through a Prophet, include solution on: • Individual matters • Family problems • National-International management

Environmental significance in National Development • Fresh water resources, in particular, must be protected and tightly controlled for the benefit of people. • Polluters have to be responsible to clean up the pollution and to make healthy environment • Environment is treated as one of major indices that has to be measured in the evaluation of national development process

  16. Economic standing in National Development • Economic should not be the primary focus in development, it is only one of three major components of the national development. Its position is equal to social and environmental component. • Economic development must not sacrifice social and environment quality in the nation. • Economic exploitation must be forbidden, e.g. bank interest, bribery, gambling, corruption • Economic commodities that induces social destruction must be controlled tightly, e.g. drugs, wine • Poor people must be subsidized through various means by the state until they can be self supporting

Education importance in National Development: • Scientific materials and religious teachings must be strengthened in school curricula. • Religious teachings given in formal education includes spiritual, ritual, moral, and social-political principles. • Formal education must be supported by Educative Environment, i.e. the surrounding condition that promote educational mission.

Public Health in National Development: • Priority in health services will be given to prevention rather to curative, particularly in terms of creating healthy environment for the people. • Curative health services must be oriented to cure the diseases prevalence in population. Tight budget control must be provided to expensive and sophisticated health technology. • Public health emergency should have sufficient budget to counter

  19. War as threat to National Development: • The substance of Islamic teachings is completely different from Western values, particularly in social-political settings of national development. One must not try to force the others to surrender one’s way of life. • There must be a strong political-military treaty among Moslem countries for preventive measures not to be humiliated by non-Moslem powers. • Middle East conflict solution must be left to their own society by peaceful means without any intervention of other nations outside the area.

  20. Terrorism as threat to National Development • Terrorism is definitely attached to political motive. It can be conducted by both civilian or government group. • The effect of terrorism on human life and material destruction can be much much lighter than wars induced by a nation. • As the world is still fragmented into nations then by definition there is no International Terrorism. • Each nation must solve terrorism within their own country. There should not be any so called pre-emptive strike to other country in the name of solving international terrorism because it is against the sovereignty of other nation.
