New Jersey Department of Labor and Workforce Development –Return-to-Work Return To Work Program Highlights • Employers can receive a wage subsidy of $5 per hour for each employee hired • Wage subsidy can last up to 12 weeks for a maximum grant amount of $2,400 • Jobs must pay, at least, $15 per hour • Open to most private sector, New Jersey based employers • Employer agrees to keep the new hire employed for at least 12 weeks after the wage subsidy ends

New Jersey Department of Labor and Workforce Development –Return-to-Work Background • 35,903 individuals have exhausted extended Unemployment Insurance benefits as of September 12, 2009 • Several thousand more individuals will exhaust each week through December • These individuals have experience and skills • Nearly 2/3 have a high school diploma or less, 10% have an associates degree, and 15% have a bachelors degree or higher

New Jersey Department of Labor and Workforce Development –Return-to-Work Program Timeline • Friday, September 11 • 1st batch of letters go out to 35,903 eligible UI exhaustees • Bulk mailing to 1,000 employers with an LWD relationship • Monday, September 14 • One-Stop Career Center System begins program promotion • UEZ dissemination begins • EDA working with NJBIA and State Chamber of Commerce • Tuesday, September 15 • Governor Corzine announces program at Middlesex County One-Stop Career Center

New Jersey Department of Labor and Workforce Development –Return-to-Work Employer Program Eligibility • Employment opportunity must be full-time (32 hours a week to a maximum of 40 subsidized hours) • Willing to pay at least $15 per hour • Wage subsidy to assist with extraordinary costs of training new worker • Must keep the employee on the payroll for an additional 12 weeks after the 12 weeks of subsidized employment ends • The subsidy is for a maximum of $200 a week per employee (40 hours max per week)

New Jersey Department of Labor and Workforce Development –Return-to-Work Matching Hiring Companies with Workers • Every UI exhaustee will receive a letter that serves as the program eligibility ticket • These targeted job seekers will take this letter to employers as a hiring incentive • Employers can post a job order that will target program eligible UI exhaustees • Employer and worker will together complete the online application
