Background • The New and Convergence Technologies in ICT • Increasing the underserved population with barriers to ICT • Surging Korea Society’s dependency on IT • IT is applied in all private and public communications • Anti-Discrimination against and Remedies for Persons with Disabilities Act came into effect on April, 2008 • The Challenge of Rapid Ageing • Elderly ratio (aged 65 and older) is expected to rise to 14% in 2018

Multimedia Framework (MPEG-21) DIA (2) • MPEG-21 Requirements4.11 Accessibility (ISO/IEC JTC1/SC29/WG11 N7778) • It is assumed that MPEG-21 will provide optimised accessibility to Digital Items for Users with a broad variation in human capabilities that should be supported by all the requirements in this document. Access to Digital Items for such Users may require methods for providing and controlling alternative selectable media presentation forms, structures for storage and transport of logically linked media of different kinds and methods for transformation between media forms. • User Characteristics • These tools provide description that would enable one to adapt content according to certain auditory or visual impairment of the user • For visual related impairments • Color vision deficiencies are specified, i.e., the type and degree of the deficiency

Promoting Public & Private sector Participation (1) • Evaluated central and local government websites according to the Web Accessibility Standard since 2005 • Expanded the website testing to 326 regional governments • Initiated Web Accessibility Certification in 2007 • Certified 15 government websites • Educated 2,802 web designers and developers from public & private sector on web accessibility since 2005 • Developed and Distributed Web Evaluation S/W since 2004 • Held a campaign on Web Accessibility promotion along with 6 major web portal sites in June 2007

Promoting Public & Private sector Participation (2) • Organized ‘Information and Telecommunications Accessibility Promotion Standard Forum (IABF)’ in 2002www.iabf.or.kr/En • Information sharing on the trend of accessibility technologies • Research on the state of accessibility proven telecommunication devices and information services and need of these devices and services among the disabled • Development of methods and tools needed to implement accessibility evaluation on telecommunication devices and information services • Promotion of public awareness on accessibility issues through seminar and forum homepage

Developing ICT Accessibility Standards • Made ICT Accessibility Standards and Guidelines(2005~) • Different types of ICT Products and Services • Authentication system will be introduced in order to induce voluntary participation by the private sector • Assess current ICT accessibility status for effectual policymaking (2005~) • Observing government websites according to the web accessibility standard

Building Global Cooperation • Participating in Asia-Pacific Telecommunity Standardization Program (ASTAP) Accessibility & Usability(AU) Group (2006~) • Co-hosting workshop with the Global Initiative for Inclusive ICTs (G3ict) (2007) • Sharing best practices for accessible and assistive ICT solutions • Establishing Accessibility Lab in Korea with Microsoft Corp. (2008) • KADO and Microsoft will share information to improve IT accessibility and drive the development of accessible technology • Accessibility Lab will incubate innovative technologies and staff will collaborate with industry to deliver more accessible computing solutions.
