  1. El fundamento jurídico de la educación se encuentra en la Constitución Nacional (1999), en la Ley Orgánica de Educación (1980) y el Reglamento a la Ley Orgánica de Educación (1986). Constitución Nacional Artículo 102: El Derecho a la Educación: De acuerdo con la Asamblea Nacional Constituyente (1999): “La educación es un derecho humano y un deber social fundamental, es democrática, gratuita y obligatoria.
