Objectives of the Training: The main objective of this training is: • to equip Tourist Police Officers with specialized skills • to have knowledge to handle the unique challenges and situations effectively encountered in tourist areas • to address tourism related issues effectively • to create a professional force that promotes positive interaction with tourists • to enhance the overall tourist experience while maintaining law and order
A short description of Tourist Police • Tourist Police Nepal was established in 26th January 1979 AD as a special unit of Nepal Police working under Ministry of Culture, Tourism and Civil Aviation, Department of Tourism. Tourist Police today has the strength of 239 Officers working under the Supervision of Deputy Superintendent of Police (DySP) and has 29 units spread throughout the country including 10 units inside the Kathmandu valley and 19 units outside the valley in 12 different districts. The Central Office is located inside the premises of Tourist Service Centre, Bhrikutimandap Kathmandu, Nepal. Since its inception, the tourist police has been actively facilitating tourists and delivering security services. Tourist Police is motivated by appreciations and receiving ample encouraging feedbacks by concerned agencies and tourists on service delivery. Tourist police is skilled to extend better and efficient services to the tourists with its motto- “Tourist police for tourists’ safety”.
Legal Provisions related to Tourist Police: • The roles and other legal provisions regarding Tourist Police are mentioned in different documentaries. Some of the provisions regarding the roles and responsibilities of the Tourist Police can be seen in the acts, regulations and other legal documentations.

Tourist Police: Tourist Police is guided by the different laws and regulations. Although there are some points that should be amended and Tourist Police took some initiatives to amend those law. Here are the different laws and regulations for which Tourist Police has taken important steps in the amendment process so that the present Tourist Police would be much effective and proficient: • Tourism Act 2035 • Mountaineering Regulation 2059

Our Activities: • To register complaints, conduct preliminary investigation and recommend immediate action in order to assist in recovery of lost goods and documents of the tourists and provide Police Report in case of lost documents. • To be available 24/7 inside Kathmandu valley and Pokhara city to ensure the safety and security of the Tourists. • To ensure a hassle free tour for the tourists. • To mobilize optimally in the Touristic destinations for Safety and Security of Tourists. • To coordinate promptly and effectively with relevant agencies during rescue procedure. • To conduct different interaction program with all Tourism concerning agencies to enhance the safety and security of the Tourists.
To provide relevant and necessary information regarding safety and security of the Tourist. • To coordinate with the related Embassies, Consulates, Stake holders and the family members when Tourists are in various problem such as serious illness, mental problems, victim in natural calamities etc. • To conduct ‘Mobile Public Awareness Program” in the Touristic hubs to give additional information regarding safety measures, crimes against tourists and potential crimes by tourists within Nepal. • To patrol and maintain regular vigilance at the Touristic Destinations to prevent harassment, mistreatment and exploitation of the Tourists. • To organize training programs in collaboration with various embassies to strengthen different foreign language skill of Tourist Police Personnel.

Three Years Data Analysis:- (F.Y.076/077 to 079/080) Analysis: According to the tri-year data analysis, the most number of cases registered is Lost/Missing of personal belongingsand documents.

Issues encountered by Tourist Police: • Lack of Integrated Record System of Tourists’ arrival and departure. • Complications in rescue and rehabilitation of demented, stranded, drug addict foreigners. • Lack of responsibility and co-ordination of various service provider agencies/ organizations in resolving tourists’ issues and problems. • Inadequate infrastructure, technology and resources. • Communication problems with foreigners only speaking native language (except English) while delivering the service.
Initiation towards issues encountered: • Initiation towards establishment of Tourist Help Co-ordination Cell with different Tourism Stake Holders to provide necessary information and to rescue of tourists during adverse situation. • After rescue of demented, stranded, drug addict foreigners, the concept of “Tourist Safe House” is being initiated for rehabilitation purpose. • In coordination with the hotels, lodges and homestays, maintaining a detail valid records of Tourists are mandatory. • Frequent discussions and meetings with related stakeholders and agencies of the foreigners for regular and effective monitor of foreign nationals involving in illegal activities and residing illegally in Nepal. • Arrangement of different language training programs for the Tourist Police Personnel to enhance their skill and ability to communicate with foreigners.
Future Strategies: • To establish Tourist Police units as per requirement after identifying various tourist spots; studying and analyzing the number of tourists. • To upgrade and update the Tourist Police units to make it more equipped and technology-friendly. • To equip tourist police units outside the valley with adequate vehicles and resources for immediate response while required. • To make tourism security more effective by conducting different informative programs such as interactions, events, public hearings with the stakeholders and agencies which are directly related to tourism and to emphasize on the development of tourism-friendly behaviour.
