  6. Involve State Departments of Agriculture as partners … where they are the lead agency for Cooperative Forest Health programs.

  7. Elsewhere, they should be a key stakeholder, as most States share responsibilities for pest management between State agriculture and forestry agencies.

  8. Collect forest health data….with other States.
