ENERGY EFFICIENCY INCENTIVES • The incentives given is based on the 2009 Budget as announced by the Prime Minister in the budget speech. • The incentives is applicable for applications received until 31 December 2010 • The company is required to implement the project within one (1) year from the date of incentive approval. • Implementing Agencies: • MIDA – One stop centre for processing • Energy Commission – technical evaluation for energy efficiency projects and products SIRIM Seminar on ISO50001

  3. INCENTIVES FOR ENERGY EFFICIENCY PROJECTS 1. Companies Providing Energy Conservation Services (ESCOs) • Pioneer Status with income tax exemption of 100% of statutory income for 10 years; or • Investment Tax Allowance of 100% on the qualifying capital expenditure incurred within a period of 5 years. The allowance to be set-off against 100% of the statutory income for each year of assessment; and • Import duty and sales tax exemption on energy conservation equipment that are not produced locally and sales tax exemption on the purchase of equipment from local manufacturers. Companies Which Incur Capital Expenditure For Energy Conservation For Own Consumption (End User) • Investment Tax Allowance of 100% of the qualifying capital expenditure incurred within 5 years. The allowance to be set-off against 100% of statutory income for each year of assessment; and • Import duty and sales tax exemption on energy conservation equipment that are not produced locally and sales tax exemption on the purchase of equipment from local manufacturers SIRIM Seminar on ISO50001

INCENTIVES FOR ENERGY EFFICIENT PRODUCTS • For Companies Which Import Energy Efficient Products • Exemption of import duty and sales tax be given on EE equipment such as high efficiency motors and insulation materials to importers including authorized agents approved by the Energy Commission.   6. INCENTIVE FOR ENERGY EFFICIENT PRODUCTS 4. For Companies Which Manufacture Locally Energy Efficient Products • Sales tax exemption be given on the purchase of locally manufactured EE consumer goods such as refrigerator, air conditioner, lightings, fan and television. SIRIM Seminar on ISO50001

HOW TO APPLY • ENERGY EFFICIENCY PROJECTS (ESCOs and End User) • to MIDA (completed MIDA’s form attached with technical information required by EC). • ENERGY EFFICIENCY PRODUCTS (Importers and Local Manufacturers) • to EC for technical evaluation of the products (cover letter, supporting documents). • to MIDA (completed MIDA’s form attached with Letter of Validation issued by EC).   10. GUIDELINES ON TECHNICAL INFORMATION REQUIRED BY EC FOR EE PROJECTS 1. TYPE OF PROJECT • Modification/improvement of existing equipment/systems or • Introduction/replacement for higher efficiency technologies 2. GENERAL AND ENERGY INFORMATION OF THE PLANT/EQUIPMENT • Name and location • Types of energy supplied • Tariff/rates applied (fuel, electricity) • Plant/equipment energy consumption per year such as electricity and fuel • Existing plant/equipment energy performance (efficiency level ) SIRIM Seminar on ISO50001

ENERGY EFFICIENCY INFORMATION OF THE PROJECT • Equipment/system technologies description • Operational principles applied to improve efficiency • Schematic drawings/diagrams of the proposed installation • Function of each equipment contributing to improve efficiency • Comparison energy efficiency performance data (conventional plant /equipment and the proposed project) • Equipment/System Information: Equipment/system description ,brand and model Supplier (Imported/local sources) Rated capacity and energy efficiency performance level Energy efficiency/performance and testing standard Performance test/validation reports SIRIM Seminar on ISO50001

ENERGY CONSERVATION POTENTIALS • Types of energy to be saved • Method and data used in energy saving the calculations • Estimated energy savings from electricity and/or fuel consumption in energy units. 5. IMPLEMENTATION PLAN • People involved in the implementation of the project(Internal personnel/external) • Steps to be taken to implement the project and the targeted duration for completion 6. SUPPORTING DOCUMENT/INFORMATION • Letter/Certificate of authorization to produce/manufacture • Letter/Certificate as authorized importer/agent/distributor • Confirmation on energy efficiency performance • Test Certificate/Report from SIRIM/labs accredited by Standard Malaysia SIRIM Seminar on ISO50001

ENERGY EFFICIENCY CRITERIA FOR INSULATION MATERIALS • The thermal conductivity value less than 0.04 W/mK. • Average testing temperature : 20oC - 24oC. • Testing standard : Standard MS1020: 1986 (Specification for Mineral Fibre Thermal Insulation Material)American Society for Testing and Materials ASTM C518. ENERGY EFFICIENCY CRITERIA FOR HIGH EFFICIENCY MOTORS • Type EFF1 based on CEMEP (European Committee of Manufacturers of Electrical Machinery and Power Electronics) classification. • Testing standard: IEC 60034-2 (Rotating Electrical Machines Part 2: Methods for Determining Losses and Efficiency of Rotating Electrical Machinery from Tests (Excluding Machines for Traction Vehicles). EXAMPLES OF APPROVED EE PROJECTS • High efficient chiller technologies and variable speed control systems for commercial buildings. • Energy efficient fluorescent lamps and ballasts for offices and storage facilities. • Replacement of electrical heat pump with gas heat pumps for chilled water system for building air conditioning system. • High efficiency motors to replace standard electric motors in manufacturing plant. EXAMPLES OF APPROVED EE PROJECTS • High efficient fans with higher COP for product drying systems. • Replacement of Vapor Compression Chiller with Vapor Absorption Chiller for chilling system in manufacturing plant. • Integrated Centralized District Cooling System with Thermal Energy Storage, SCADA automation system and variable speed pumps for commercial buildings.
