Native American Land Environmental Mitigation Program (NALEMP) NALEMP was developed in 1996 to address environmental issues from past DoD activities on Indian lands. Albuquerque District Supports the Pueblo of Isleta, the Pueblo of Laguna, and the Pueblo of Zuni on their Cooperative Agreements with the Department of Defense (DoD).
