Part A • What is a trend that can be observed from the graph? • The number of state and local government employees have increased • The number of federal employees, however, stays constant • There is a increasingly large gap between the two lines • The federal level had been dropping until ~1946

Part B • How do block grants contribute to the difference in federal and state and local lines on the gap? • First, states are able to get increased monetary resources from the federal government • Alternatively, an explicit definition of block grants will suffice • In order to get full credit the answer must be connected to the differences in hiring

Second Part of B • How do federal mandates contribute to the difference in federal and state and local lines on the gap? • Using these mandates the federal government can require states to adhere to their rules • Thus it shifts some responsibility to the states • Alternatively an explicit definition of federal mandates would suffice • For full credit, however, the answer must be connected to differences in hiring
