  2. Normativa: • Constitución: Pueblo mandante, fiscalizador, recursos públicos someterse a Control Social y RC, monitoreo CPCCS. (Arts. 61 y 204, 207, 208, 297). • LOPC: participación, consejo nacional de planificación, consejos sectoriales, todas las funciones del estado e instituciones, derecho ciudadano, poder ciudadano (88, 90, 29). Transparencia. • LCPCCS: promueve la participación ciudadana, control social y RC, monitoreo de su cumplimiento (9, 12). • COOTAD: titularidad y ejercicio participación – ciudadanía. Garantizar transparencia, RC. GADS obligación RC (3, 302) • Código Planificación: planificación y presupuestario • LOTAIP: información a transparentar (Art. 7, 8, 12). • Ley del Sistema de Registro Datos Públicos: organizar, regular, sistematizar e interconectar información.Publicidad, transparencia (Art. 1).
