  1. PISCES: Unlocking the Potential of Bioenergy to Improve Energy Access and Livelihoods Benard Muok, PhD Policy Innovation Systems for Clean Energy Security

  2. 2.5 billion of the worlds poorest people rely on Bioenergy every day Contribute up to 80% of energy requirement of some rural communities

  3. The right technologies can turn reliance into control over a clean energy future • Upesi improved stove reduces fuelwood use by 25- 30% in laboratory conditions (Kenya baseline survey)

  4. PISCES is developing the policy approaches that can unlock the potential of Bioenergy to improve energy access and livelihoods

  5. Profile of PISCES 5-year Energy Research Programme funded by DFID Lead - African Centre for Technology Studies, Nairobi Main Partners - University of Dar es Salaam, Practical Action, University of Edinburgh, MSSRF Countries - India, Kenya, Sri Lanka, Tanzania

  6. Principles of PISCES Livelihoods are contingent on Food, Water and Energy Security Bioenergy is the pivotal issue intersecting these issues It is vital to look at Bioenergy holistically This needs better data and an improved framework for decisions on Bioenergy

  7. PISCES Goals Contribute to widely transferable knowledge and understanding of Bioenergy Contribute to policy development in the project countries Maximise the contribution of bioenergy to clean energy access and livelihoods

  8. Gaps in Knowledge and Practice

  9. 4 Research Themes • Technology • Access and Delivery • Environment and Climate • Cross cutting • Research into Use • South-South-North • Capacity building • Equity and Gender

  10. Activities • The activities are implemented around 4 research themes: • RT 1: Technology • Development of Small-Scale Processing Technologies • Bioenergy Appliances • Identification and Characterization of Biocrops • Technology Value Chain Analysis

  11. What is to be achieved???? JIG ‘09 Naivasha, Kenya 19-20 February 2009 Improved liquid fuel (SVO) for small engines, lighting and for stoves in rural areas

  12. PRELIMINARY RESULTS 12

  13. Bio prospecting: Assessment of seed parameters contributing to seed oil content

  14. Applied House hold technologies 14

  15. Improved firewood stove but with no smoke handling Poorly constructed jiko bora failed and lead to return to traditional three stone stove-Peramiho suburb 15

  16. Sawdust gasifier stove – Kilombero and Mtwara Filling sawdust - Mtwara Boiling water -Kilombero Increasing cost of firewood is slowly forcing search for alternative fuel 16

  17. Broken down jiko bora –St. Vincent sister’s convent Mbinga Promotion of use of improved energy serving stoves is not accompanied with extension services and training for maintenance skills. 17

  18. Construction of biogas plant

  19. Biogas burners

  20. Institutional stoves

  21. Ethanol clean cook stove

  22. Decantation/Purification of Jatropher SVO -Mbinga St. Vincent sister’s convert Diesel/SVO driven generator – Mbinga St. Vincent sister’s convert 22

  23. Cooking stove – Mbeya VTC A charcoal cooking stove but with hot plates (No ash) and equipped with oven for baking 23

  24. Technology workshops All stakeholders are invited e.g. Researchers Entrepreneurs Policy makers Producers, etc Innovators

  25. RT 2: Access and Delivery • Socio-economic research of bioenergy status, gaps and opportunities at village level • Research into Bioenergy Delivery Models • Mapping Bioenergy Market Chains • Policy Development Process

  26. PRELIMINARY RESULTS 26

  27. Socio-economic baseline surveys completed in Kenya and Sri Lanka • Somali Woman and child next to firewood in Mandera (Taken during Kenya baseline survey)

  28. Focus Group Discussion in Nakuru (Kenya baseline survey)

  29. Delivery Models Scoping Study completed Draft Delivery Models Communication tool available Market Mapping Training has been conducted in Kenya and Sri Lanka

  30. Contributing to the National and International policy processes • PISCES Policy Working Groups (PWGs) established in Kenya and Sri Lanka • Produced policy briefs • MOU signed with Kenya’s Ministry of Energy • Project now spearheading the biofuel policy development in Kenya • TZ - National biofuel Guidelines

  31. PISCES Policy Working Groups (PWGs) established in Kenya and Sri Lanka • Policymakers and Stakeholders with woodfuel producers and processors near Kandy

  32. RT3: Climate and Environment • Climate and Environment Impacts Research • Life Cycle Assessment Balance Research (including emissions) • Improved Resource Database on Climate impacts and it’s effect on bioenergy and vice versa • Case studies on bioenergy and it’s impact on climate and environment

  33. MSSRF successfully hosted a National Policy Dialogue on Adaptation to Climate Change • A National consultation held to draft Climate Risk Management Act • Baseline survey has been conducted to map the climate and edaphic factors in different eco-zones • One student taking a PhD course at UoE.

  34. RT4: Cross cutting theme • XCA – Research –Into-Use • XCB – South–South–North Exchange • XCC – Capacity Building • XCD – Equity

  35. XC Training on Value Chains & Technology Development conducted in Kenya and Kampala Biofuels course conducted in Kenya 12 International case studies successfully conducted in collaboration with FAO covering 12 countries in Latin America, S.E. Asia and Africa.

  36. Objective of the International case studies The case studies were undertaken to assess the impacts that different types of local-level bioenergy initiatives can have on rural livelihoods.

  37. Countries covered in the International case studies)

  38. Village based biodiesel project in Chennai India

  39. Clean cook stove in Ethiopia (This is being introduced for trial in Kenya)

  40. Communication Strategy One members from each of the partner country

  41. Outreach tools Working Briefs/ Policy Briefs Website/Teleconference Books Refereed journals Workshops/technology conferences Media briefs Engage relevant parliamentary committees e.g. Kenya
