Background • Process initiated in 2005 to meet the most immediate humanitarian needs and initiate transition to recovery and development; • Tool for planning, coordination and resource mobilization; • Evolved over time with increasing recovery and development component; • Stronger partnership with Government: approval of sector plans and Gov plans as foundation.

Transition – Coordination Structures In 2005, most NGOs, UN Agencies and Donors were based in Kenya and Uganda; The pre-cursors to GoSS, SPLM line secretariats were also based in Kenya; In 2008, there are 15 UN Agencies and more than 100 NGOs resident and operating in Southern Sudan; GoSS is established and the State Governments are strengthening; Major donors have established offices in Juba; GoSS Aid policies and procedures are in place.

  5. Transition - Partnerships The 2005 UN & Partners workplan process incorporated recovery and development planning with humanitarian planning for the first time. BSWGs have facilitated bringing GoSS, donors, NGOs and UN together; In 2007, the Workplan sectors were aligned with the BSWGs; Though there has been an increase in NGO participation the number of indigenous NGOs has not increased in proportion. This is a major challenge; Need to strengthen processes and collaboration at State level as GOSS moves forward with decentralization.

Results to date Under-five mortality rate reduced by over 40% saving more than 14,000 lives each year; 3.2 million children immunized against measles; 1.5 million children have received Vitamin A supplements each year; 5,000 health care workers trained; Early reintegration packages which include shelter, 3 months food rations, and seeds and tools, provided to returnees; Support to health, nutrition, water and sanitation, and education provide to communities of high returns;

Results to date • Number of children at school increased from 343,000 in 2005 to 1.2 million in 2007; • 4 million textbooks distributed; • More than 5,300 teachers trained; • More than 500,000 children benefited from Food For Education programmes; • More than 350,000 households benefited from agricultural inputs (seeds and tools); • 45,000 households received training on agricultural techniques;

Results to date • 2.8 million additional people have access to improved water supply since 2005; • 1,582 boreholes constructed and 2,864 rehabilitated since 2005 • 8,000 km of road opened following mine survey and clearance • 2,000 km of roads rehabilitated/reconstructed • Support to State level budgeting and planning - 10 State and 78 County plans prepared;

  11. Results to date Introduction of community policing principles and practices; Police and Prisons personnel trained and facilities renovated

Way forward • The United Nations Development Assistance Framework (UNDAF 2009-2012) will guide recovery and development in the next 4 years; • The Sudan Recovery Fund has been established to accelerate recovery; • Government planning processes further strengthened at Juba and State levels to promote stronger harmonisation in planning and prioritisation.
