Surveillance, Collection, and Operations Support Mission • Identify, prioritize, and execute research and development projects that satisfy interagency requirements supporting intelligence collection and special operations directed against terrorist activities.   3. Talk2Me DESCRIPTION: Record interviews and analyze recorded content (audio, video). Provide a searchable transcript of all recorded interviews to assist with intelligence analysis and report writing. All of the data elements within and across multiple interview sessions are synchronized, making it easy for analysts to search, extract and upload content as needed. DELIVERABLE:Software application and prototype system at U.S. Army Intelligence & Security Command’s Detention Training Facility (IDTF) in Camp Bullis, Texas OPERATIONAL IMPACT: Improving the accuracy of intelligence generated by interrogators is critical in training and in the field. Being able to keyword search multiple interviews is a game changer for interrogators, interpreters, instructors and HUMINT operators. REQUIREMENT INITIATOR: IDTF SPONSORS: CTTSO, SO/LIC PERFORMER: Leidos/AppTek END USERS: IDTF TRANSITION: IDTF, Army G2 COMMERCIALIZATION: The Automated Speech Recognition (ASR) engine is on the GSA schedule.

R3857 – Human Capital Decision Making Tool • Description: Develop a predictive analytical, integrated personnel system capable of tracking and distributing structured and unstructured data (e.g., alphanumeric characters) in large volumes. • Specifications: • The system shall share a common platform across the seven phases of training tracking performance, behavioral characteristics, and administrative entries: • High Altitude Low Opening (HALO) Training • Language • Military Occupational Specialty (MOS) • Small Unit Tactics (SUT) • Robin Sage (Culmination Exercise) • Survival, Evasion, Resistance and Escape (SERE) • Special Forces Assessment and Selection (SFAS)

  6. R3857 – Human Capital Decision Making Tool • Specifications cont’d: • The system shall be capable of uploading historical archived records (up to 5 years) with seamless integration of data from current operations into a single repository. • System shall be cloud based, secure (minimum of AES 256), and compatible with current Android technologies. • Contractor shall be capable of maintaining a SECRET level security clearance. • The contractor will be expected to provide on-site service and training for system implementation as well as facilitate and recommend, based on performance improvement research, different approaches to evaluations, feedback, and performance.
