Improvised Device Defeat/Explosives Countermeasures (IDD/EC) Mission Mission • Identify, prioritize, and execute advanced technology development efforts that satisfy mission critical needs, fill capability gaps, and address interagency requirements for tools, technologies, and equipment necessary to counter terrorist and criminal use of explosives, the global proliferation of improvised devices, and emerging explosive threats. IED Instant Notification System DESCRIPTION: Development of an application-based, smart-phone software tool through which bomb technicians can generate and receive near-real-time technical information regarding domestic improvised device defeat incidents. A web-based database for data-mining technical information stores information disseminated through the instant notification system regarding technical characteristics of devices. DELIVERABLES: Smart Phone Application, Delivery Platforms OPERATIONAL IMPACT: Provides state and local bomb technicians with an instant notification system for response operations involving IEDs, suspect packages, hoax devices, military ordnance, and explosives recovery. REQUIREMENT INITIATOR: NBSCAB SPONSOR: CTTSO PERFORMER: Applied Research Associates (ARA) END USERS: Public Safety Bomb Squad Community TRANSITION: Public Safety Bomb Technicians began to download the app and populate data to other bomb squads for field evaluation and testing of this new app. COMMERCIALIZATION: Droid version available now on Google Play Store. iPhone version available on Apple iTunes.

IDD/EC FY 2015 Requirements • R3835 – Remote Disposal of Sensitive Homemade Explosives (HME) • R3840 – Worldwide Improvised Explosive Device (IED) Trend Analysis • R3841 – Detonability of Molten Ammonium Nitrate (AN) • R3842 – Vehicle-Borne Improvised Explosive Device (VBIED) Countermeasures Deployment Guide • R3845 – Vehicle Wireless Access System • R3879 – Render Safe Tools for Devices Containing Improvised Primary Explosives

R3835 – Remote Disposal of Sensitive HME • Description: Develop a remotely operated system for the on-site collection, desensitization, and disposal of sensitive HME. • Specifications: • The robot gripper, or similar end-effector, will be able to collect a small quantity of HME and mix it with alcohol or other flammable diluent, to produce a flammable HME/diluent solution. • The HME/diluent solution will then undergo an incineration process.

  6. R3835 – Remote Disposal of Sensitive HME • Specifications cont’d: • The remote HME incineration system shall be robotically deployed and activated by an operator. • The system shall be set up in less than 30 minutes at the HME incident site.

R3840 – Worldwide IED Trend Analysis • Description: Conduct an in-depth IED worldwide trends analysis from 2005 to present. • Specifications: • Information included in the analysis will depict device construction, functioning, reliability, and similarity to devices in other parts of the world.

R3840 – Worldwide IED Trend Analysis • Specifications cont’d: • Information collected will allow quick cross-referencing by region of the world, country, device sophistication, device type, and component-level items such as devices electronic circuitry, emplacement strategies, triggering mechanisms, explosive fillers, and container design. • Information classification level will be no higher than Law Enforcement Sensitive (LES). • Information collected will be delivered to end users through the NBSCAB Bomb Technician Wiki.

  9. R3841 – Detonability of Molten Ammonium Nitrate • Description: Conduct a study and testing to identify key parameters of molten ammonium nitrate (AN) detonability. Examine at what temperatures AN begins to decompose and whether confinement of decomposing AN leads to detonation. • Specifications: • Shock sensitivity of liquid versus solid AN. • Minimum detonator/initiator size to produce detonation.

R3842 – VBIED Countermeasures Deployment Guide • Description: Develop an electronic guide for military and public safety bomb technicians covering the full range of countermeasures issues involved in vehicle-borne improvised explosive devices (VBIED) response. • Specifications: • Identify a list of VBIED countermeasures tools successfully used by bomb technicians. • Identify vehicle vulnerabilities when using disruption tools.

  11. R3842 – VBIED Countermeasures Deployment Guide • Specifications cont’d: • Identify tool deployment strategies and safety distances. • Create a logic tree of response techniques to be considered. • Identify tool construction methods and instructions for DIY countermeasures, to include commercially available parts. • Electronic guide will be compatible with Apple and Windows-based operating systems for laptops, Android, Apple, and Windows-based operating systems for tablets.

  12. R3845 – Vehicle Wireless Access System • Description: Develop a remotely operated system to exploit modern vehicle’s onboard shared internal network of computer controllers, allowing a public safety bomb technician to gain access toa suspect VBIED’s trunk and door locking mechanisms. • Specification: • System should provide ability to gain access by direct connection through an accessible communications port or wirelessly.

  13. R3879 – Render Safe Tools for Devices Containing Improvised Primary Explosives • Description: Develop tools to render safe devices containing improvised (homemade) primary explosives. • Specifications: • Tool shallbe capable of gaining access to internal device components without initiating the explosive filler. • Tool should require minimal time on target for set up, placement, and initiation. • Non-explosively actuated tools will be given preference.
