  2. 2009 initiative led by a steering groupof EBs from Greece, Bulgaria, N. Ireland & Sweden; Survey to gather information and data on the key elements of national equality bodies work; Two Equinet round tablesfor EBs to discuss and exchange information on the most frequent cases of Roma discrimination; Based on the above Equinet published the perspectiveMaking Equality Legislation work for Roma and Travelers. It highlights good practice by EBs and approaches they (as well as national and local authorities, civil society and the EU) could take to provide a safe space for Roma and further empower them.

  3. 2010 saw a third Equinet round table on Roma to continue the successful networking on the issue and to follow-up on the recommendations in the Equinet perspective; • The Equinet WG Equality Law in Practice engaged in a case study analysis of discrimination against a Roma woman in the provision of municipal housing; • This comparative exercise gave members the opportunity to focus on the interpretation of European and national equality legislation in the context of Roma; • The Equinet reportDynamic Interpretation - European Anti-Discrimination Law in Practice V presents the findings of this case study.

  4. More recent context: • EU Framework for National Roma Integration Strategies published in June 2011 • First assessment of the NRISs by the European Commission in May 2012 • Proposal for a Council Recommendation on Effective Roma Integration Measures in the Member States in June 2013

  5. In 2011 Equinet, with the support of its members experienced in work on Roma issues, produced a factsheet to encourage and inform the participation of EBs in the development, implementation & monitoring of the National Roma Integration Strategies in their countries; • The factsheet emphasizes the capacity and potential of EBs to deal with Roma issues: • Experience and expertise • Independence • Providing a safe space for the Roma • Partnerships with communities & NGOs • Awareness raising and training • Guidance to employers and service providers • Strategic litigation
