  3. LATEST DEVELOPMENTS CONTACT WITH OTHER EU-FUNDED PROJECTS (1) • Close cooperation with Permanent Secretariat (PS) of Intergovernmental Commission of TRACECA; • Several meetings with Mr. A. Mustafayev, the National Secretary of Azerbaijan and experts of the PS; • With active and excellent support by Mr. A Mustafayev has the NWG been established in Azerbaijan; • The TRACECA PS experts takes active part in SASEPOL activities; • Close cooperation with the State Marine Academy (organization of trainings and provision of required equipment and support). LATEST DEVELOPMENTS CONTACT WITH OTHER EU-FUNDED PROJECTS (2) • The TRACECA PS provided venue for the First NWG Meeting, held on 17 September 2010 in Baku; • The NWG meeting was chaired by Mr. A. Mustafayev, the National Secretary of Azerbaijan; • Communications with TACIS project as monthly exchange of information; • The SASEPOL Country Coordinator is invited to attend all CASPECO activities held in Azerbaijan; • When relevant, a representative of CASPECO is invited to attend SASEPOL training activities – (at own costs). LATEST DEVELOPMENTS NWG, Aspects of sustainability (Baku Initiative) The First NWG Meeting, held on 17 September 2010, considered the sustainability of the Action Plan and how the activities included in the Plan could work on a permanent basis. The following people made a speech at the first NWG meeting: A.Mustafayev (NC of the IGC TRACECA, B.Muradov, B.Apperry and NWG members) • Recommendations: • Hold the NWG meeting every three months (next meeting in December 2010) • More actively involve the NWG members into the project activity - Possible continuation of the NWG work after the project termination In association with Ramboll, Milieu & Tethys

LATEST DEVELOPMENTS Regional Action Plan, Aspects of Sustainability (1) • A Regional Action Plan will only work if all coastal states of the Region wish to participate and have appropriate funds. • For example, a Regional Action Plan has been developed and adopted by all Caspian Littoral States under the umbrella of the Caspian Ecological Program (CASPECO) during 4-5 years. LATEST DEVELOPMENTS Regional Action Plan, Aspects of Sustainability (2) • All Caspian Littoral States and a number of International Financial Organizations took part in the development. • The adopted Regional Action Plan is an appropriate basis for sustainable regional cooperation. • Regional Action Plan should be developed on the basic of the National Action Plans of the coastal States involved. • It is considered that a Regional Action Plan as a follow-up to the SASEPOL Project will enhance the development of maritime safety, security and protection of the marine environment of the Caspian Sea Region.   8. LATEST DEVELOPMENTS VIMSAS • Mr. J.A. Rassmussen, the Maritime Administrations Expert visited Baku on 14 -20 March 2010. In addition to his assessment of the current situation, he provided 3 days lecture for the Azerbaijan Maritime Administration’s officers. • Further, Mr. Rassmussen organized 2 weeks VIMSAS training for two MA’s officers in Malmoe, Sweden (World Maritime University). • The outcome of Mr. Rasmussen’s visit to Azerbaijan has been submitted in a report to the Project Management.   9. LATEST DEVELOPMENTS Port State Control • The construction of a new Baku International Sea Port in progress. The new Port is located 70 km south of Baku. Currently the liquidation of the old Port is ongoing. In addition, all shipyards and other polluting industries will be moved out of Baku city and will be re-located near the new port; • SASEPOL expert assessed the PSC system in Azerbaijan (Baku port); In association with Ramboll, Milieu & Tethys

  10. LATEST DEVELOPMENTS Maritime Security • In August we received from Captain B. Apperry a Questionnaire regarding the security situation of Azerbaijan Ports. • All the required information on this issue has been provided and forwarded to Captain B. Apperry. • In September 2010 Mr. B.Apperry had 2 day meetings with the representatives of the Baku Port. • On 13-17 September 2010 we have conducted trainings on SOLAS -74 in Baku In association with Ramboll, Milieu & Tethys

LATEST DEVELOPMENTS Port Waste Management • Ongoing effort since October 2009; assessment and collection of data related to handling of ship-generated wastes is done; • Meetings took place with the Maritime Administration, Baku Port, TRACECA IGC and MENR; • Another visit of Mr. Øhlenschlæger took place 22 – 24 September 2010. • Meetings with the Baku Port Authorities, Maritime Administration and visits to the port’s reception facilities for ship-generated wastes were arranged. • A report on the outcome of the visit is expected to be received by the end of the year. Conclusions • SASEPOL project stimulated the interest of the Ministries and Organizations as their representatives frequently are invited to trainings organized under the project. • The subjects addressed during these trainings are very important and useful. As many of the subjects are presented to the Authorities of Azerbaijan for the first time. • Delays in the project implementation have caused some upset, but this is now changing and the active developments of the SASEPOL project are well received. Next Steps, Recommendations The actions required for the efficient development of the Project are as follows: • Regularly, not less than once in three month period, hold meetings of the Country Coordinators; • Regularly, not less than once in three month period, hold NWG meetings; • Regularly, not less than once in three month period, hold RWG meetings, • Working in close cooperation with relevant Ministries and Organizations involved into the project, particularly with the National Maritime Administrations.
