LisbonStrategy & Europe 2020 Strategy S&T contribute to the Lisbon objectives (2000): • economic growth, jobs & knowledge-based economy • social challenges: fight poverty, improve human health, boost quality of life • environmental protection • S&T is a priority of Europe 2020: • Smart growth: knowledge-based economy & innovation • Sustainable growth: more efficient, greener & competitive economy • Inclusive growth: high-employment for social & territorial cohesion 3% of the EU’s GDP should be invested in R&D (!)

  3. => Largest publicly funded competitive R&D programme worldwide (annual budget €7,2bln) => Basic rule of trans-national collaboration => Thematic programmes in all technology areas => Special programmes for researcher mobility, research infrastructure, SMEs, capacity building => A defined budget for a defined number of years and a set of priorities for scientific research => A set of strategies and tools to implement them European R&D Framework Programmes (FPs) FP is the financial instrument for the EU research strategy

Financial Instruments (the most common): Collaborative Projects: Research projects by international consortia that vary in size and scope Coordination Actions & Support Actions: Networking, exchanges, studies, conferences, etc. Networks of Excellence: Joint programmes for long-term cooperation and commitment to integrate resources FP7 “Cooperation”

Purpose: research projects, developing new knowledge, new technology, products, including scientific coordination and/or demonstration activities or common resources for research Size & resources: the number of participants and volume of resources should be compatible with overall objective and manageability Indicative average duration: 24-60 months Activities: Research, Demonstration, Management of the consortium, other activities (dissemination, training) FP7 Collaborative Projects (CP)

  13. “Third Countries”: Industrialised countries FP7-associated countries and EU-candidate countries (Turkey, Switzerland, Norway etc.) International Cooperation Partner Countries (ICPC): ACP, Asia, Eastern European & Central Asian countries (including Russia), Latin America, Mediterranean partner countries, Western Balkan countries FP7 “Cooperation”: Collaborative research / International co-operation

  14. Two ways for 3rd countries to participate: Opening of all FP7 themes to 3rd countries, including to Russia Specific international cooperation actions within each theme FP7 “Cooperation”:Collaborative research / International co-operation

  15. 1. “Opening” of all activities The minimum number of participants shall be 3 independent legal entities established in three differentEU Member States or Associated Countries 2.Specific international co-operation actions (special rule) The minimum number of participants shall be 4 independent legal entities of which: at least 2 are established in two different EU Member States or Associated countries and at least 2 are established in International Cooperation Partner Country (Russia) coming from 2 different regions FP7 “Cooperation” Collaborative research / International co-operation RULES OF PARTICIPATION Third Countries as ADDITIONAL partners Third Countries as COMPULSORY partners

Opening of FP7 themes to third countries Minimum 3 different EU member states (MS) or FP7-associated countries (AC) Beyond this minimum, all 3rd countries can participate ICPC, including Russia, will be funded Industrialised countries funded only if indispensable for the project FP7 “Cooperation” –Collaborative research

  17. 2. Specific international cooperation actions Calls for proposals dedicated to ICPC in each theme Minimum 4 participants from different countries: 2 ICPC + 2 MS or AC ICPC participants, including Russia, will generally be funded FP7 “Cooperation” –Collaborative research

Aeronautics & air transport The “greening” of air transport Increasing time efficiency Customer satisfaction and safety Improving cost efficiency Protection of aircraft and passengers Air transport of the future Example: FP6 HISAC project => => to explore technical feasibility of an environmentally compliant small size supersonic transport aircraft through a multidisciplinary optimisation approach and focused technological improvements (noise, NOx emissions, time etc.) Duration: 54 months (completed) Project Cost: 26.2 million euro (project funding: 14.25 million euro) 36 partners from Europe incl. 3 organisations from Russia (Snecma, EADS, Alenia Aeronautica, Deutsches Zentrum fuer Luft und Raumfahrt, Rolls-Royce PLC, CNRS, Volvo Aero, Sukhoi Civil Aircraft, CIAM, TsAGI) Examples of thematic priorities & FP projects with Russia’s participation (I)

Environment (including climate change)for: predicting climate, ecological, earth and ocean systems changes; tools and technologies for monitoring, prevention and mitigation of environmental pressures and risks including on health; sustainability of the natural and man-made environment. Examples of thematic priorities & FP projects with Russia’s participation (II) Example: FP7IMPACTMIN project => => develop new methods and a corresponding toolset for the environmental impact monitoring of mining operations using Earth Observations. Novel technology will be proposed for the combined use of satellite remote sensing, aerial lightweight measurements and Unmanned Aerial Vehicles (UAVs) Duration: 36 months (ongoing) Project Cost: 3.31 million euro (EC funding: 2.61 million euro) 10 partners from Europe incl. 1 organisation from Russia (Institute of Mineralogy of the Ural Branch of the Russian Academy of Sciences)

Nanosciences, nanotechnologies, materials & new production technologies (NMP) Studying phenomena and manipulation of matter at the nanoscale and developing nanotechnologies for the manufacturing of new products & services Using the knowledge of nanotechnologies & biotechnologies for new products & processes Developing generic production 'assets' (technologies, organisation and production facilities and human resources) while meeting safety and environmental requirements Focusing on new technologies, materials and applications to address the needs identified by European Technology Platforms Examples of thematic funding priorities & FP projects with Russia’s participation (III) • Example: SOLVSAFE FP6 project => advanced safer solvents for innovative industrial eco-processing • SOLVSAFE is a solvent innovation platform aimed at providing European SMEs with cutting-edge scientific knowledge, to introduce radical industrial process changes on the basis of identified environmental and saregy goals: Duration: 52 months (completed) • Project Cost: 10.2 million euro (EC funding: 6.08 million euro) • 21 participants from Europe (incl. one Russian organisation - Institute of Chemistry, Komi Sciences Centre, Ural Branch of the Russian Academy of Sciences)

FP7 “People”: international dimension FP funding under conditions, only for ICPC or if essential for the project (2) For third country nationals active in the EU/Associated countries (3) include International incoming and outgoing fellowships in 3d country hosts (4) only for the return phase in ICPC

Incoming individual fellowships for top class researchers to upgrade their qualification in the EU and AC and be trained in competences they could not acquire in the home country at least four years after graduation (post doc) to develop cooperation Proposal is submitted by the researcher together with the host organisation For 1 to 2 years Salary plus contribution towards research related costs Eventually a 1 year return phase for researchers from ICPC FP7 “People”: International dimensionIncoming fellowships

For EU Neighbourhood Countries and Countries with S&T Agreement (and in negotiation) Joint exchange programme to/from Europe (not between EU/AS partners) 24 - 48 month partnership To establish or deepen partnership between min 2 research organisations within EU/associate and one or more organisations in third countries. Short term exchanges (up to 1 year per person) Partner institutes select their staff for exchange (Researchers, management, technical staff ) FP7 “People”: IRSES – International Staff Research Exchange Scheme

Supporting multidisciplinary research addressing science-society interactions as a system; Capacity building of civil society organisations and their involvement in research; Combining Science in Society expertise with the science policy design and implementation belonging to other specific S&T fields. FP7 “Ideas” – European Research Council (ERC) • To support investigator-driven frontier research over all areas of research • By individual teams • Excellence as sole criterion • Autonomous scientific governance • Simple, user-friendly delivery • Team Leader (“Principal Investigator”) assembles his/her research group; freedom to choose the research topic. Individual teams to consist of researchers without “artificial” administrative constraints; thus members may be drawn from one or several legal entities, from within or across national boundaries, including 3rd countries

FP7 “Ideas” – European Research Council (ERC):Advanced Grants • Designed to support excellent investigator-initiated research projects by established investigators • Should complement the ERC Starting Grant scheme by targeting researchers who have already established their independence as team leaders • Calls envisaged every year as from 2008
