  3. What is the area of focus? • Reduction of backlog in processing exclusive prospecting licenses (EPL’s ), Mining licenses (ML’s) and Claim registrations. Why? • Improve efficiency in processing EPL’s, ML and Claim Registrations. • Transparency concerns in the Processing of licensing (Information sharing workshop-Feb’09) • PEMP? • Any licensing regime plays a prominent role in the success of mining investment

  8. 1. Shortage of human resources • Large volume of applications received daily. • 2. Section125 • 3. Overlaps • Applications lodged for the same area by two or more applicants or overlapping over existing mineral licence applications. • 4. Higher Volume of Applications • Due to low application fees charged for mineral right applications the Ministry is overwhelmed with many applications from prospective mineral right applicants daily. • 5. Regional Offices or mobile office to assist small scale miners • A lack of offices in the regions or mobile offices to assist small scale miners to process applications. Key challenges or Bottlenecks

  9. What are the proposed recommendations according to criteria?-Removing Steps that do not add value

Criteria for Selection of Activities Criteria 1: Those activities that do not require change in rules (procedures) budget, and structure Criteria 2: Those activities that require change in rules(procedures) but not the budget and structure Criteria 3: Those activities that require change in rules, budget and structure

  11. What is the progress in the Ministry’s implementation of the proposed recommendations and the challenges faced so far? • Backlog has drastically reduced from approximately 420 to 320; • Geologist have been interviewed to fill the vacant positions. • We have received compliments from industry.
