Why you should care… • Certification under the standards specified in Washington Administrative Code (WAC) 131-16-070 through 131-16-094 is a condition of continued employment for all professional-technical education personnel. • Your president is ultimately responsible for compliance with the standards.

  3. Relevant WACs 131-16-070 – 131-16-095 • WAC 131-16-070 Adoption and publication of district personnel selection practices and standards. • WAC 131-16-080 General standards of qualifications for community and technical college personnel. • WAC 131-16-091 Additional qualifications in areas of specialization. • WAC 131-16-092 Maintaining and improving certification competencies for professional-technical administrators and instructors. • WAC 131-16-093 Types of professional-technical education certificates. • WAC 131-16-094 Certification process for professional-technical instructors. • WAC 131-16-095 Defining reciprocity.

  6. Role of Chief Professional-Technical Administrator Part I • Determine need for certification. • Full-time professional-technical instructors – automatically required. • Part-time instructors teaching a 2/3rdload for > equivalent 3 qtrs. – required. • All other part-time instructors still need to be assessed regarding ability to provide student instruction, supervise learning environments, and Implement curriculum, outcomes, and assessments. Min req WAC 131-16-092 (1)(a)

  7. Role of Chief Professional-Technical Administrator Part II • Specifies function and/or specific occupational area of qualifications. • Hold orientation for all new full-time prof-tech instructors. Must be on file. • Maintains certification documentation. • Maintains documentation of professional development plans and bargaining agreements.

  8. Types of Certifications & Professional Development Plans • Initial certification for instructors • Issued by chief prof-tech administrator • Lasts 3 years • Includes professional development plan identifying priorities for growth per WAC 131-16-094 • Minimum standards: • Ability to provide student instruction • Supervise learning environments • Implement curriculum, outcomes, and assessments • Not renewable

Related Professional Development Plan • Developed in collaboration • Contains at least 5 professional development activities • Linked to professional-technical skill standards • Measureable outcomes and objective standards for measurement of the skill standards • Includes a timeline for successful achievement of outcomes • Addresses safety and occupational health practices met by OSHA & WISHA

Types of Certifications & Professional Development Plans Cont’d • Standard certification for instructors • Issued by chief prof-tech administrator upon completion of requirements for initial certification • Lasts 5 years • In order to maintain, must develop and complete professional development plan per WAC 131-16-094 • First Aid, CPR (includes bloodborne pathogens) • Must be earned prior to 2nd quarter of employment

WAC related to WA CTC System & OSPI collaboration • WAC 131-16-095 Defining reciprocity. • Key Elements • Provide all standards in WAC 131-16-080 – 131-16-094 are met, instructors issued a prof-tech certification by one institution shall be recognized by all CTCs. • Vocational certifications issued by OSPI will be recognized by CTCs as fulfilling the minimum requirements for the specific subjects in the certification.

  12. What about the Chief Professional-Technical Administrator? • The chief professional-technical administrator shall be certified by the president, who will maintain the chief professional administrator's professional development plan. WAC 131-16-092 (6). • Upon hire, issued initial certification, completes professional development plan • Must include ability to use the professional-technical faculty skill standards to guide and support the professional development of the instructors they supervise. WAC 131-16-093 (2).
