TETRA History • 1989: TETRA standardisation started in ETSI • 1991: Consensus reached on TDMA technologywith 4 timeslots in 25 kHz bandwidth • 1994: TETRA MoU established • 1995: First phase of TETRA standards completed • 1996: Harmonised frequencies for TETRA in Europe • 1997: First TETRA systems installed • 2000: TETRA Release 2 standardization started • 2002: Release 2: User Requirement Specifications completed; High Speed Data: TAPS published, consensus for TEDS Tetra WC_20 Nov. 2002

Experiences of TETRA usersin emergency scenarios • August 2002: • Floods in Eastern Germany • Communicationscapacity shortfalls, • in particular mobile two-way radios • A TETRA digital two-way radio system installed in the disaster area within two days • Additional radio capacity connectedto the Berlin police force's TETRA system;this allowed to communicatewithin the flooded region and beyond Tetra WC_20 Nov. 2002

Conclusions • TETRA is the only PMR/PAMR standard supported by ETSI • TETRA is one of ETSI’s « best-sellers »not only in Europe… • In Latin America the Commission @LIS project gives further opportunities for TETRA • TETRA release 1 remainsthe basis for further developmentin the field of disaster relief • User Requirement Specifications forTETRA Release 2 standards fully published by ETSI Tetra WC_20 Nov. 2002
