N-NC’s Vision and Desired Strategic End States With our trusted partners, we will defend North America by outpacing all threats, maintaining faith with our people and supporting them in their times of greatest need. “WE HAVE THE WATCH” • Desired Strategic End States: • The Homeland is defended in depth • Allies and partners actively contribute to the cooperative defense of North America • DOD contributes the necessary capabilities and support to disrupt, degrade or defeat Transnational Criminal Organizations’ abilities to affect U.S. and partner nations’ security interests negatively • Civil authorities receiveadequate support to mitigate effects of disasters • U.S. allies and partners in the USNORTHCOM AOR contribute to the peaceful opening of the Arctic in a manner that strengthens international cooperation

Two Commands Supporting Complementary Missions • NORAD Mission: • The North American Aerospace Defense Command conducts aerospace warning, aerospace control, and maritime warning in the defense of North America. USNORTHCOM Mission: The United States Northern Command partners to conduct homeland defense, civil support, and security cooperation to defend and secure the United States and its interests. IC Directorate Mission: Develop and strengthen trusted partnerships with interorganizational stakeholders to enhance mutual preparedness & execution of homeland defense, civil support, and security cooperation. • Commander’s Priorities: • Expand and strengthen our trusted partnerships • Advance and sustain the bi-national military command • Gain and maintain all-domain situational awareness • Advocate and develop capabilities in our core mission areas to outpace all threats • Take care of our people; they are our foundation

UNCLASSIFIED Challenges to Interagency Coordination Domestic • The “gray zone” between Homeland Defense and Security • Overwhelming – Structure, Manning and Funding • Differences in agency cultures, priorities and business processes • Defense Support of Civil Authorities (DSCA) • Military command/control versus Incident Command System (ICS) • Unity of effort versus “wanting to be in charge” • Anticipating needs: • “Whole Community” effort; balance Federal, State, Local, Tribal & Private Sector • Not too early (out in front) but not too late (unresponsive) International • Differing objectives, authorities, funding, processes and stakeholders • “Overseas” is on the U.S. border and involves a neighbor • Sovereignty (must receive request from neighbor) • Additional time often required for coordination UNCLASSIFIED
