  2. ING – What We Are Looking For? Two pieces of information required to officiate ING when forward pass thrown ING judgment can be made only with both pieces of information • Where did the pass land? 2) Where was passer when ball thrown? Eligible player has reasonable opportunity – pass behind or beyond No eligible player has reasonable opportunity – pass beyond line No eligible player has reasonable opportunity – pass behind line Passer never left tackle box Passer out of tackle box

  3. Crew Mechanics for ING Prior to the snap, R must lock in tackle box. BJ SJ FJ Covering official(s) come to R with information, R makes ING call. After snap, R judges if/when passer leaves tackle box. R needs to have a pre-snap routine that includes determining the edges of the tackle box. What methods can be used? Mental note? Rubber band? Position of U? Other? U Covering officials judge on reasonable opportunity to catch and pass behind or beyond line - R stays with passer. HL LJ X R

  4. Is Pass Behind or Beyond? Reminder: No IDP if passer is legally throwing the ball away out-of-bounds. LOS extends out-of-bounds for purposes of judging ING These passes land beyond the LOS X These passes land behind the LOS. If in doubt, pass is beyond the LOS, don’t be technical. What happens if pass would have easily made it here… …but was batted down by a coach or substitute here?

  5. “In The Vicinity” vs. “Reasonable Opportunity” • Stretch judgment to include eligible receivers in the vicinity • When in doubt, eligible player has reasonable opportunity • Passer may intentionally throw pass at the feet of a receiver, even if receiver is not looking, as long as he gets air under the ball • Passer can intentionally throw out of the end zone or out-of-bounds if pass travels over area of eligible player • Probably not ING if defender knocks the ball down anywhere in field of play • If passer uses unnatural throwing motion (backhanded, over the head, non-throwing hand) for forward pass, crew should be more strict on judging in the vicinity

  6. Passer Getting Hit/Tackled As He Throws The Ball • Passer gets hit or is wrapped up after the passing arm starts to move forward: • ING not be called no matter where pass ends up • Forward pass no matter where it lands (2-19-2-b) • Passer gets hit or is wrapped up before the passing arm starts to move forward: • Responsibility is on passer for forward/backward pass and ING – no leniency because of defensive pressure

  7. Specials • Passer may spike ball only after immediately taking snap (direct or shotgun) – all other instances are ING • Think about 3-4-3 for any ING under 2:00 in the half
