  16. Structural and Complementary Measures Tempus Short-term “Top-down” • Structural Measures • Development, acquisition and upgrading of skills and instrumentsnecessary for nation-wide - structural – reform • Support to its planning, preparation, undertaking and implementation.

  17. Structural and Complementary Measures Tempus Short-term “Top-down” Complementary Measures build on well-established higher education programmes, coursesor actions at institutional level which are of nation-wide relevance for higher education reform
