  3. What has TVU everdone for us? • We are TVU • We promote the Tees Valley as a place to do business, as a place to live • We attract inward investment • We secure external funding • We punch above our weight • Our partnership is the envy of others

  4. Some results • Innovative Enterprise Zone • European Structural and Investment Fund £186m+ • Regional Growth Fund (to Round 5) £165m+ • Local Growth Fund £90m+ • Growing Places Fund £8m+

  5. So why change? • To compete with regions in the UK and internationally • Effective, timely decision-making • Openness, transparency and accountability • More powers and resources • A new era of joint working, building on our strength

  6. Where else is there a Combined Authority? • Merseyside • Greater Manchester • West Yorkshire • South Yorkshire • NE (Durham / Tyne & Wear / Northumberland) • Tees Valley next? • Total population c.16,000,000

  10. What would we continue to do? • Councils role undiminished • Retain local Regeneration Masterplan, economic development, highways etc • Retain local strategy, place-shaping role • Retain local delivery of full range of services to our communities

  11. Relationship to Darlington Partnership • Darlington Partnership continue to set long term strategy –One Darlington, Perfect Placed • TVU Board represent business across patch and key sectors • Economic Strategy Key interface with Combined Authority

  12. Membership • Five Leaders / Elected Mayor • Deputies • Rotating Chair • Co-opted members from business • Working seamlessly with the LEP • Two part meetings

  13. Consultation • Cabinet / Committee reports to agree to consultation in December / January • Consultation with: • Local people • Members • Business • MPs • Trades Unions • Neighbouring authorities (inc NE CA) • Other partners

Timetable • Cabinet / Committee reports late November / early December • Executive Scrutiny Board 11 December 2014 • Consultation December / January 2015 • Formal approval sought through Borough Councils early 2015 • Submit our “scheme” (our proposal) to the Secretary of State February / March 2015 • Government begins drafting of Orders, involving our legal teams • General Election May 2015 • Government consultation and debates in both Houses of Parliament summer 2015 • CA established possibly as early as October 2015
