Tees Valley PilotProgramme consultation

Pilot aims:

  • Build on relationships and understanding between VCSOs and commissioners through a shared process of learning, support and challenge

  • Help you to develop service quality, value for money and evidence based early intervention mental health services for CYP&F

  • Bring national expertise and information

  • Learn from you and share with others

  • Identify and respond to capacity building needs


The pilot offer

  • Workshop programme (5 sessions) – to be discussed

  • VCOs will each have access to 1:1 coaching conducted by telephone or Skype for the lead person or appropriate other

  • Participants will have access to up to 2 action learning sets

  • Each school cluster lead (or appropriate other) will have access to 2 sessions of 1:1 coaching conducted by telephone or Skype.

  • Each school cluster will be supported through 2 workshop sessions linked to the topics covered in the main programme and enabling the relevant workshop learning to be tailored to fit the needs of each school cluster.

Workshop 2: The commissioning and delivery system

how all the parts could work best together

  • The commissioning system for early intervention mental health support in Tees Valley: what are the component parts? How do they fit together? How are resources allocated across the tiers of services?

  • Who are the commissioners and what are their roles – NHS; Local Authority; schools?

  • What are their priorities? What do they want and need from VCO providers?

  • What do the VCOs offer

  • What do VCOs need to do, to be commissioning ready

  • Developing the strategic agility to cope with rapid change and austerity

  • Developing flexible business models which are responsive to the current environment

  • Developing approaches to marketing and positioning to enable VCOs to operate successfully and gain funding from a variety of sources

  • Action planning session: commissioners and schools


Workshop 3: The environment for CYP mental health services now

and how to make the best of current opportunities

  • The current policy and funding environment – key features, trends and developments including:

  • IAPT

  • Payment by results (NHS and across wider government)

  • Schools – pupil premium, development of clusters and academy chains

  • Public Service environment

  • The implications of this environment for service providers and commissioners

  • New ways of working together to avoid fragmentation and maximise current opportunities – cooperatives, mutuals, franchising, consortia etc

  • The challenges to VCOs posed by the current environment

  • Responding to the challenges in Tees Valley

  • New ways of working together – consortia and cooperatives

  • Action planning – commissioners and schools


Workshop 4: Getting value for money: demonstrating quality and outcomes

  • Demonstrating quality and outcomes:

  • Quality standards for CYP mental health support services

  • An introduction to the proposed BOND Accreditation framework

  • Cost benefit analysis of EIMH support services

  • Ensuring access for marginalised groups of young people inc cultural sensitivity

  • Implications for VCOs, commissioners and schools

  • VCSOs

  • Gathering and using evidence to demonstrate effective outcomes

  • How can we link our evidence effectively to the range of different commissioner outcome frameworks and other funding opportunities

  • Demonstrating added value through being a VCO

  • Demonstrating the cost effectiveness of our services.

  • Action planning session: commissioners and schools


Workshop 5: Action for change in Tees Valley

The final workshop will bring together all the pilot participants to

  • Share progress on plans and actions as a result of the pilot

  • Share information between commissioners and VCO providers

  • Clarify the commissioning and procurement cycles for services over the next year

  • Clarify the support and further activity that will be taking place between July and October

  • Discuss further collaborative work in Tees Valley and developments planned by commissioners (NHS Tees and the local Authorities) and any other relevant local plans.
