BACKGROUND Contribution to 4 Partner NGOs: • Heritage from Governance Division • Based on division of tasks SDC – PDIV • Jan 2011 to Dec 2013, 3.4 Mio, ~25% of NGOs Budget • doCip (centre of documentation, research and information for indigenous people); • Incomindios (International Committee for indigenous people in America) – Swiss Fund for delegates of organizations for indigenous people at the UN; • CETIM (Centre Europe – Tiers Monde); • ICJ (International Council of Jurists); • 4 separate partnerships – with similar objectives, summarized in one credit proposal (2011 - 2013).

PROFILE DOCIP • Foundation 1978 in Geneva, SDC support since 1997 • Competence Centre for rights of indigenous people • Back office, Information- and Documentation Centre for indigenous people • Documentation Network (RéseauDoc) • Working with worldwide network of organizations for indigenous peoples • Access to complex information on Indigenous HR issues at UN: Documenting, Screening, Analyzing, Translating • Orientation, Coaching, Secretariat for delegates • Training, including trainees program, e-learning platform • Public Relations, information, advocacy in CH

Focus on HR & rural development, food security, education, employ-ment, migration, effects globalization on HR, R2Dev • Backoffice, Information Centre for partner organizations • Lobbyist and voice for allied organizations at UN • Working with worldwide network of allied organizations (e.g. social movements, trade unions, farmers organiza-tions, NGOs, researchers) • Information, Publications • Orientation, Coaching, Secretariat for delegates • Lobbying at UN: written statements, lobbying UN experts, expert inputs for standard setting etc. • Public Relations, information, advocacy in CH

PROFILE ICJ • Founded 1952; SDC support since 2002; • Secretariat in Geneva & regional offices/programs (Thailand, Guatemala, South America); • Members network worldwide: Judges, Lawyers; • Being a reference point (legal expertise) and advocacy • Thematic Priorities: • ECSR (Justiciability) • Business & HR (Complaints mechanisms) • Global Security & Rule of Law (Counter-terrorism) • Women HR; Sex and Gender Identity • Access to justice; fight against impunity, indepen-dence of judges & lawyers (centre )

  7. ….ICJ • Activity Lines • Standard Setting: Development and imple-mentation HR standards within UN (studies, expert inputs, workshops);Legislation in countries (comments, advice) • Strategic legal interventions (observation of trials, support to lawyers) • CapDev, Coaching: Training, TA, collaboration with HR organizations/activists, Training judges, lawyers, HR defenders • Policy Advocacy

OBJECTIVE & EXPECTED RESULTS To improve negotiation power and living conditions of vulnerable groups: • Self determination & Co-determination • Fulfillment of basic economic and social needs • Access to justice for all • International Human Rights standards, instruments protect & promote HR of VG • Ability of vulnerable groups to claim their rights and to act against, sue HR violations • Judges and Lawyers sensitized, adhere to and promote international HR Standards • HR activists are well connected for joint lobbying and mutual support

FEW HIGHLIGHTS • International Declaration on the rights of indigenous people adpoted in UN GA in 2007: minimal standards identity, dignity, living conditions → focus on implementation mechanisms (doCip) • Increased Qnty & better Qlty of interventions indigenous people at UN and with governments (doCip) • Recognition rights of farmers: • International Declaration adopted in 2008 → included in HRC study R2Food and preparing ground for international convention on rights of farmers (CETIM) • Strengthened negotiation power of the internationl movement for small farmers (Vía Campesina) • Adoption of resolution R2Water in UN GA in 2010 after long lobbying (CETIM)

FEW HIGHLIGHTS • ICJ • Advise, Lobbying reform of penal code in Rwanda : Homosexuality as element of crime dropped • Trial Observation, advise in SL, Nepal: Sensitivity judges on discrimination issues, lawyers feel more secure • Expert contribution to draft legislation on transitional justice in Nepal • Legal interventions led to adapted decisions in individual court cases • Contribution in building global NGO networks, e.g. on OP-ECSR; Monitoring framework on corporate complicity used by NGOs

RELEVANCE OF PARTNERS FOR SDC • Basis: Promotion of HR as objective of Swiss Foreign Policy and anchored in SDC HR Policy; • Recognition of importance HR re MDGs • Commitment for the rights of vulnerable groups is an important principle of SDC work; • Approach of knowledge transfer, strengthening self help capacities of partners in line with SDC spirit; • Expertise for SDC relevant themes: ECSR, (food security, R2education, health etc.), Rule of law, Rights of indigenous people, small farmers, women; • Well connected, working in alliance, many volunteers; • Sensitization, information of Swiss public;

  12. CHALLENGES • Results Measurement and Reporting (Monitoring systems capturing benefits for target group rather than activities) • Better link to SDC programs and partners in countries • Better use of expertise for our operations, policies, learning
