List of TWGs (established and to be established) • Reproductive health related TWG • Environmental Health management TWG • Human Resources for Health TWG • Grassroots health care TWG • Health Planning and Financing TWG, including Health Insurance Sub-TWG • Health Information System TWG, including Health IT sub-TWG • Medical Equipment TWG • Pharmaceutical TWG • Aid coordination and effectiveness improvement TWG

TWGs with approval for establishment within HPG • Reproductive Health related TWG • RAHG quarterly meetings • In late 2011, Quarter IV meeting convened (30/11/2012) • In 2012, launching the next POA • Environmental Health management TWG • Meeting with DPs organized for discussion of TOR on 15/12/2012 • Partners include: GIZ, JICA, AMP, WHO, UNICEF, US Embassy

  5. TWGs with approval for establishment within HPG (cont.) • Human Resource for Health TWG • Officially approved in 11/2011 • Having established, this TWG organized meetings with partners to identify priorities for the coming plan.

  6. TWG to be established • Health Planning and Financing TWG • Draft TOR developed • According to Health Minister’s view, Health Insurance TWG will become a sub-TWG of Health Planning and Financing TWG • Health Information System TWG • Meeting with DPs organized for discussion of TOR draft

TWGs developing TOR (cont.) • Grassroots health care TWG • First meeting with partners organized on 15/12/2012 • Leadership: leaders from GDPM and AMS • Interested partners: WHO, EU, JICA, UNICEF, CDC, UNFPA, Pathfinder, AusAID, VVAF • Medical equipment TWG • Meeting with interested partners for TOR draft discussion organized on 5/3/2012 • Interested partners: J&J, Bower Asia Group • Two revisions have been made for TOR draft • To date, completion of submission procedure for approval

Pharmaceutical TWG • Drafted TOR on Pharmacy in 2011 • Preparing for a meeting with interested partners in 2012 • TA harmonization in Health TWG • Based on the workshop for TA harmonization held on 5/3/2012 • TOR of this group is being drafted by ICD and planning to build Technical cooperation development plan for the period of 2012-2016

Recommendations • ICD, the Secretariat request TWGs, focal points in MOH and partners to draft TORs and POA in a timely manner. • TWGs should focus on coordination role, identify priorities for cooperation, support, consultancy with MOH on the basis of areas, contents that are the concerns of MOH. • Closer cooperation and collaboration among Vietnamese agencies and DPs are needed. Partners in TWGs should nominate representatives who will get involved in coordination,

Recommendations (cont.) • TWGs can set up their own secretariat/liaison person to conduct coordination work based on the group’s activities • For those established TWGs, focus should be made to specific, detail planned activities so that the secretariat could periodically report them to MOH leaders. • For to be established TWGs, TOR draft should be reviewed to avoid duplications and clarify role, responsibility and duty of each party, then reported to ICD for further submission to MOH’s leaders for approval.
