Iniciativa que fue acordada en el encuentro de Unidades de Análisis Institucional de las Universidades del Estado realizado en la Universidad de La Serena en 2010, su segunda versión fue acordada en el encuentro realizado en la Universidad de Talca en 2011 y está versión corresponde a la aprobada en el encuentro realizado por la Universidad de Playa Ancha en 2012
