  3. APEDAFacilitating Agri Exports since 1986 1. India’s share in global Agri exports is 2.4%. 2. India’s Agri export contributes nearly 12% of total merchandise exports. 3. Value of Agri export is $38.2 bn(FY 2018-19). 4. Top five states for agriculture export are Gujarat, Maharashtra, Uttar Pradesh, Andhra Pradesh and Haryana. 3

  9. APEDA Promotional Scheme • 1. Export Infrastructure Development • Setting up of post harvest handling facilities. • Financial assistance provided for setting up of infrastructure such as pack houses, refer van, VHT, HWT, cable system etc. • Assistance also provided for processing facilities for addressing missing gap. • 2. Quality Development • Assistance provided for quality management system, lab equipment and testing of sample etc. • 3. Market Development • Development and dissemination of data base and market intelligence, participation in trade fairs, BSM, R-BSM, Events, trade delegations etc. 9

Systemic Improvement System for export of potential Vegetables (Okra, Brinjals, Drumstick, Curry leaves, Bitter gourd and Green Chilly) have been developed as per the requirement of importing countries. To meet the requirements of European Union it is mandatory to export Horticulture produce through Packhouses meeting the prescribe standards accordingly APEDA introduced Packhouse recognition scheme. System for export of Grapes and Pomegranates ensuring traceability and food safety requirements of importing countries put in place. 11

  12. Systemic Improvement (contd.) System for export of Peanut and Peanut Products along with unit registration as per importing country requirements. System for grant of registration certificate for Integrated Abattoirs cum Meat Processing Units ensuring traceability and food safety requirements of importing countries. Established standard operating system for export of Rice to USA and China. 12

Packaging Standards Developed • To improve shelf life and the quality, APEDA developed packaging standards of various products through Indian Institute of packaging (IIP). • Fruits includes Oranges, Banana, Custard Apple, Pomegranate, Grapes, Mangoes. • Vegetables includes Chillies, Brinjal, papadi, Kantola, • Tindola, Bitter gourd, Potatoes. • c) Processed Food includes Guargum, Dehydrated and Freeze Dried products. 13

  14. Overview • An online traceability system, for monitoring fresh grapes exported to the EU initiated. An end-to-end system for monitoring pesticide residue and facilitate tracing back from retail shelves to the farm of the grower. 14

  22. Organic Agriculture & Exports • 1. Areaunder organic certification (registered under NPOP) - 3.42 million Hectare. • 2. Around 2.59 million MT (2018-19) of certified organic products. • 3. India has equivalency with EU and conformity assessment with USA. • 4. Mutual recognition agreement negotiations are continuing with Canada, Taiwan and South Korea. • 5. Major importing countries for Indian Organic products - USA, European Union, Canada, Switzerland, Australia, Israel, South Korea, Vietnam, New Zealand, Japan etc. • 6. Volume of export during 2018-19 - 6.14 lakh MT. 22 22

APEDA Endeavors during last one year • Gained market access for Indian Non- basmati Rice to China in July, 2018, 1000 MT has been exported. • Completed mutual recognition agreement process with Taiwan, South Korea and at advanced stage with Canada for Organic products. • As a result of Mango promotion programs organised in Almaty & Astana in Kazakhstan export of Mango commenced. • Facilitated Custom clearance facility at Guwahati airport & Exports from North East . 24

  25. APEDA Endeavors contd… • Organized RBSM for Grapes in Mumbai & Nasik. Break through in export of Grapes to China achieved which reached 6000 MTs from 600 MTs. • An Export Promotion Programme and RBSM for Mangoes & seasonal fruits & vegetables was conducted in Mumbai. • The First ever International Buyer Seller Meet on NER Agricultural products organized by APEDA at Guwahati. The conference marked the presence of more than 75 FPOs/FPCs. • APEDA organised  first ever Conference cum International Buyer Seller Meet at Imphal, Manipur. Progressive farmers / grower groups from NER also participated in the event and interacted with the exporters. 25

  26. APEDA Endeavors Organized RBSM for Mango in Lucknowlast month. 10. Trial Shipment of pineapple, mandarin and Banana (Malbhog) of Assam resulted in export to UAE for the first time. 11. Training programme on Pig rearing for processing & export are being conducted in different districts of Assam. 12. TrainingProgramme on In transit cold treatment (ITCT) for export of fresh grapes to Australia was conducted at Nashik. 13. Capacity building cum exposure visits to Irradiation unit, Vapour Heat Treatment Plant, Pack House, Centre for Perishable Cargo (CPC) of exporters and Govt.   27. APEDA Endeavors contd… • International Trade fair cum Buyer seller Meet - Biofach India 2018 held in New Delhi. • NPOP recognized under FSS Act 2006 for domestic certification. • Mandatory provisions for NPOP certification for imports through notification under FSSAI. 27

  28. APEDA Endeavors contd… • Developed paperless system for application filing, processing and certificate issuance for Organic Certification bodies. Now, new applicant can signup and submit their application online for accreditation. • Developed and implemented Trade lead modules for Embassies to submit trade lead of their respective countries in APEDA’s Agriexchange portal. • Participation in International Trade Fairs in South Africa, USA, France, Bangladesh, China, Myanmar, Germany, UAE, Kenya, Tanzania, Thailand. 28

  29. International Delegations Received & Visited (During 2018 till now) • 12 International delegations were received by APEDA at different time from countries viz. EU, Algeria, Philippines, OIE- Paris, Saudi Arabia, UAE, Australia, China, South Korea and Canada etc. • APEDA was part of 11 delegations which visited abroad for Trade negotiations in Countries viz. Saudi Arabia, China, Taiwan, South Korea, CODEX- Indonesia, Russia, Uzbekistan etc. 29

AGRI EXPORT POLICY & EXPECTATIONS FROM THE STATE GOVERNMENTS • Main Objectives: • To double agricultural exportsfrom present ~US$ 30+ Billion to ~US$ 60+ Billion by 2022 and reach US$ 100 Billion in the next few years. • To make India global power in agriculture and raise farmers income. • To diversify our export basket, destinations and boost high value and value added agricultural exports. • To promote novel, indigenous, organic, ethnic, traditional and non-traditional Agri products exports. • To provide an institutional mechanism for pursuing market access, tackling barriers and deal with sanitary and phyto-sanitary issues. • To strive to double India’s share in world agriculture exports by integrating with global value chain at the earliest. • Enable farmers to get benefit of export opportunities in overseas market. 30

Some Important Elements of the Agri-export Policy • Greater involvement of State Government in agri exports. • Focus on developing clusters having potential for export oriented production of specific products. • Great thrust on value added products promotion and branding or produce India. • Liberalized import of agricultural products for value addition and re-export. • No export restrictions on the processed agriculture products and organic products. 31

  36. Expected Role of State Government • Thrust on Agri exports and its inclusion in the State agriculture policy. Approve Draft Export Action Plan shared by APEDA. Vetted action plan has been received from Maharashtra and Uttar Pradesh (current status of state-wise exports). • Identification of suitable Nodal agency responsible for Agri Export from the State. 3. Identification of clusters for sufficient production of quality produce and their processing. • Set up a State level export monitoring committee Chaired by Chief Secretary. • Set up cluster facilitation cell under Nodal collector/Director-Agriculture/Horticulture 6. Organize FPOs in Clusters .

  37. Expected Role of State Government Contd. Identification of infrastructure and logistic gaps and work together with Central Govt. to fill up such gaps. State government need to depute Plant Quarantine Officers in identified clusters/approved packhouses. Introduction of Good Agricultural Practices for quality production with International standards in respect export worthy products. To ensure control of excessive use of pesticides by farmers and Sale of unauthorized pesticides & chemicals for meeting stringent norms of importing countries. Abolish Mandi Tax. To register Farmers in the Traceability system developed by APEDA .
