  1. ALLIED COMMAND TRANSFORMATIONJOINT WARFARE CENTRE NATO Training Federation (NTF) [25 OCT 2011] Prof Dr Erdal Cayirci Head CAX Support Branch, JWC

  2. Agenda • What is NTF? • Why do we need NTF? • What has been done? • What is going on?

  3. NATO Constructive Simulations Joint Theater Level Simulation (JTLS) is a joint highly aggregated constructive simulation system. Joint Conflict and Tactical Simulation (JCATS) is a joint high resolution constructive simulation system. Virtual Battle Space (VBS2) is a very high resolution constructive and virtual simulation system.

  4. NATO Training Federation(V 1.3) JEMM National C2 MIP NATO C2 Link 1, Link 16 (RAP) OTH Gold (RMP) AdatP-3 (ATO, ACO, RGP) JEST JTLS JCATS VBS2 DIS HIP BRIDGE JMRM FOM RTI (DoD 1.3)

  5. Why? • Multi-level exercises? • Multi-resolution exercises? • Distributed exercises?

  11. Why? • Multi-level exercises? • Multi-resolution exercises? • Distributed exercises? • MORE COST EFFECTIVE • - Reusable, Interoperable, Tailorable and Dynamic • MORE CAPABLE • - New capabilities (comprehensive, etc) • BETTER FITS THE CURRENT REQUIREMENTS • - UAV, TBDM, Cyber, SOCC

  12. MSG – 068 - NATO Education and Training Network It is the TG to support NATO Programme Snow Leopard, which aims to deliver to Alliance and Partners a persistent, distributed education and training capability that will comprise • Distance learning • Shared scenarios (common repository) • A tool box that will ultimately contain a mix of live, virtual and constructive simulation.

  13. MSG – 068 - NATO Education and Training Network • MSG-068 has developed a reference federation agreement document. • MSG-068 recommends a modular FOM including RPR2 for the NETN reference federation (HLA 1516-2010). • MSG-068 recommends CFBLNet as the persistent network for the NETN. • MSG 68 plans to conduct a distributed experiment between October 24 and November 5, 2010. • MSG-68 plans to conduct a demo during I/ITSEC’10.

  15. NTF CCB

  16. Decisions in Charter Meeting • NTF is initially JTLS-JCATS-VBS2 • FLAMES is also in the initial configuration. However, it needs to be treated as a separate project (funding) to include into NTF. When that project is complete, that will also be maintained within NTF via NTF CCB. • NTF CCB is only responsible for the maintenance of the federation itself but not the other CAX tools and ancillary software in a CAX architecture. • HLA 1516-2010 is the technology for NTF. • NETN Reference Federation Architecture (FOM and Federation Agreement Specifications) will be followed • NETN Reference Federation Architecture needs to be improved such that it provides specifications also for the transfer of attribute ownership, improved combat adjudication, perception management and modular RPR2. • JLTS is the umbrella model in NTF.
